Redesign and Modernization of the Courts’ Web Portal in Moldova

Millennium DPI Partners, LLC is an international development firm based in the United States of America, which is implementing the USAID-funded Open Justice Project in Moldova. Open Justice is assisting the Government of Moldova to improve the efficiency and transparency of the Moldovan judicial system and improve access to justice for citizens of Moldova.

Open Justice has redesigned and modernized the webpages of all the courts with possibilities to search for public judicial acts from ICMS. The National Courts’ Web Portal in Moldova www.instante.justice.md needs to be redesigned and updated in order to meet additional expectations of the stakeholder and the public. The scope of this assignment includes development of a new version of the official website www.instante.justice.md using modern technologies and UI/UX best practices, development of the search mechanism for public judicial acts to be retrieved from ICMS.

Via this Request for Quotations, Open Justice is inviting qualified national companies to submit quotations for the redesign of the webpage of the National Courts’ Web Portal in Moldova www.instante.justice.md.

General Eligibility Criteria:  

To be eligible to participate in this tender, the Offerors shall meet, at a minimum, the requirements listed below:

• be a legally registered company in the Republic of Moldova;
• have at least three years of proven experience in providing similar services (website development using Drupal content management framework);
• have at least five successfully completed similar assignments in the past three years.

Companies interested in submitting an offer may request the full Request for Quotations (technical requirements, completion instructions, detailed deliverables) by sending an email to office@openjustice.md with the subject “Request for RFQ – Redesign and Modernization of the Courts’ Web Portal in Moldova”.

The original and one copy of the written quotation shall be delivered in separate sealed envelopes to the following address:

All sealed Quotations must be clearly labeled as follows: “RFQ – Redesign and Modernization of the Courts’ Web Portal in Moldova” with the name of the Offeror responding to this RFQ and the Offeror’s contact details indicated on the envelope. Offers, in a sealed envelope, must be received no later than January 10, 2020, 17:00 Moldova time. Late or incomplete quotations will not be accepted.

Inquiries and/or requests for clarification to this RFQ must be made in writing via email to office@openjustice.md, noting “Questions: RFQ – Redesign and Modernization of the Courts’ Web Portal in Moldova” in the subject line. All questions must be received via email no later than January 06, 2020, 17:00 Moldova time.
