BACKGROUND

Since 2018, the creation of Moldova IT Park has been the most important initiative for developing the Moldovan IT industry and increasing its competitiveness at regional level by significantly reducing the tax burden (single tax of 7% of sales revenue), facilitating immigration documentation of expats, reducing bureaucratic barriers and virtual presence in the park for IT companies operating in Moldova.

In 2019, the International Telecommunication Union recognized Moldova IT Park as one of the best global practices in promoting and developing the IT ecosystem.

As of now, Moldova IT Park is the largest local entrepreneurial IT community gathering 820 companies, out of which 160 companies with foreign capital from 34 countries and over 350 newly created companies after the launch of the IT park. These companies generate over 12,000 jobs with an average monthly salary of 28,000 MDL and an annual turnover exceeding 5.2 billion MDL.

Moldova IT Park developed its Strategy 2021-2025 and successfully was approved during the General Assembly with the residents. One of the major engagements of Moldova IT Park is to conduct a complex digital transformation process, focusing on three key pillars:

Develop a complex and multi-functional website by updating or replacing the existing one (moldovaitpark.md). The website will also host the described below Platform and support the interaction processes with the residents.
Develop a one-center-gateway-solution offering various functionalities for Moldova IT Park Community and the entire Moldovan IT ecosystem (a Platform) inter-alia: job center, tenders and projects, company profiling, matchmaking options, events, ecosystem statistics etc.
Digitize the interaction with the residents that mainly consists in: applications, quarterly reporting, IT Visa, changes to company’s data, any kind of interaction with the park while holding the resident status

Moldova IT Park seeks to accelerate in a highly efficient way the digital transformation process. By now, Moldova IT Park developed a full concept for Park as a Platform and Digitization of the residents’ interaction that will serve as a reference for the further assignment tasks.

SCOPE OF WORK

Moldova IT Park is looking for a Digital Transformation Expert /Business Analyst/Product Manager who will handle and accelerate the digital transformation process, through digitalization engagement. The consultant will work closely with the MITP team. The responsibilities of the consultant include:

Review, revamp and validate together with Moldova IT Park residents the Digital transformation concept that includes the digitalization of the residents’ interaction process, the concept for Park as a Platform (which have been already developed internally by MITP team). In order to accomplish the task, the consultant will organize (if necessary) validation workshops with Moldova IT Park residents.
Develop a detailed and comprehensive Request for Proposal (RfP), following the concepts mentioned above, for the digital transformation process proposed solution. The RfP will include the functionalities to be digitized, operating standards, guidelines, and procedures for the IT company that will develop the solution. The scope of the RfP is to collect best offers in terms of quality standards that also have to be set-up by the individual consultant within the RfP document.
Conduct the selection process of the IT companies (bidders). Together with MITP, the consultant will participate at the selection process and ensure that the selected company fully corresponds to the requirements.
Ensure quality standards and functionality of the digital solution developed by selected IT company. The consultant will be in touch with the service provider and will make sure that the quality standards are fully accomplished. Moreover, the individual will monitor periodically the progress achieved by the IT company and ensure by the end of the implementation period, MITP will receive a functional, secure and efficient digital solution.

OBJECTIVES AND EXPECTED OUTPUTS

Main outputs and deliverables expected from the consulting expert are:

MINIMUM QUALIFICATION AND EXPERIENCE

Education

Bachelor's degree or equivalent in computer science, management information system, computer information system and business administration or a related field is required (Master's degree is desirable).

Experience

At least five years of experience in the field of information technology innovation, digital strategies, organizational management, change management and administration in international and multicultural institutions.
Preferably experience in similar projects handled for Technology Parks / Business Communities / Business Platforms.
Several years of experience in managing software projects.
Demonstrated ability to collaborate with different teams, including but not limited to, strategic planning, IT, communications, partnerships, operations, human resources, etc
