Assignment Title: National Consultant for developing the Terms of Reference (ToR) Functional Analysis and Technical Specifications for the Integrated Information System eANACEC, monitor of system implementation and support to reception and acceptance of the system

The Ministry of Education and Research (MoER) has received financing from the World Bank Group toward the cost of the Moldova Higher Education Project, and intends to apply part of the proceeds for individual consulting services.

The consulting services (“the Services”) are to conduct a comprehensive business analysis of ANACEC's core business processes and prepare complete, procurement-ready documentation for the design, development and implementation of the Integrated Information System eANACEC.  The Integrated Information System eANACEC aims to support the digital transformation of the National Agency for Quality Assurance in Education and Research by establishing a unified digital platform that automates, standardizes, and integrates the Agency's core business processes and public services.

The duration of the consultancy shall be 18 months from the date of contract signature.

The MoER now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Consultant should meet the following minimum qualifications requirements:

  • University degree in Information Technology, Computer Science, Software Engineering, Information Systems, Telecommunications or another relevant field.
  • Minimum 7 years of professional experience in business analysis, systems analysis, functional and technical specification development for complex information systems.
  • Proven experience in the preparation of technical documentation and procurement documentation for information systems.
  • Proven experience in the design or analysis of large-scale information systems for public institutions or other complex organisations.
  • Proven experience in developing Business Analysis, Functional Specifications and Technical Specifications for complex information systems.
  • Experience in drafting Concept documents, Regulations or other legal and technical documentation for government information systems is an asset.
  • Experience with government digital transformation projects, interoperability platforms and Moldovan e-Government services is highly desirable.
  • Knowledge of information security, personal data protection and interoperability requirements applicable to public information systems.
  • Experience in supporting the implementation of information systems, including business process management, workflow automation, testing and system acceptance, is considered an asset.
  • Strong analytic skills, facilitation skills (workshops, stakeholder interviews), excellent communication skills (including in English and Romanian).
  • Ability to present complex findings in clear, actionable reports.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the „Open Competitive Selection of Individual Consultants” method set out in the Procurement Regulations.
