Project HOPE, the People-to-People Health Foundation, Inc., is a global health and humanitarian non-profit organization with 65 years of experience in 100+ countries, empowering local health workers and addressing urgent health needs through 500+ programs, is a global health and humanitarian non-profit organization dedicated to providing long- lasting solutions to global health problems, placing power in the hands of local health workers, and improving the quality of life for the world’s most vulnerable people. Project HOPE aims to improve access to quality care for vulnerable groups in the Republic of Moldova by strengthening the health system for vulnerable people including foreign people and strengthening the network of health services in under-resourced and underserved communities.

Position Purpose: The HR & Administrative Assistant provides vital administrative and clerical support to the Human Resources department and provides assistance in carrying out administrative work of the Project HOPE Moldova Office. This role assists in various HR functions, ensuring smooth operations and compliance with organizational policies and regulations

Key Responsibilities:

HR functions:

  • Maintain and update employee HR records, both physical and digital.
  • Manage HR databases and ensure data integrity.
  • Assist in the recruitment process by scheduling interviews,
  • coordinating with candidates and maintaining applicant tracking systems.
  • Prepare HR-related documents such as employment contracts, offer letters, and HR policies.
  • Support in administering employee benefits programs, including health insurance.
  • Assist employees with benefits-related inquiries and enrolment processes.
  • Ensure compliance with labour laws and organizational policies.
  • Serve as a point of contact for employees regarding HR-related matters.
  • Assist in resolving employee HR queries and concerns in a timely and professional manner.
  • Help promote a positive organizational culture and employee engagement initiatives.
  • Assist in organizing training sessions and workshops for employees.
  • Maintain training records and track employee participation.

Admin functions:

  • Schedule and coordinate meetings, appointments, and travel arrangements for staff.
  • Provide administrative assistance to ensure effective office operations.
  • Assist in the preparation of documents, reports, and presentations.
  • Handle incoming and outgoing correspondence, including emails, mail, etc.
  • Assist in any other activity related to the administrative area.
  • Ensuring office equipment like printers, copiers, and computers are in working order.
  • Organizing and maintaining both physical and electronic files.
    The responsibilities listed above are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.
    Personal requirements:
  • Demonstrated ability to work in a humanitarian context.  
  • Ability to work independently and collaboratively with in a team
  • Positive attitude, great planning competencies

Educational background: Bachelor’s degree in Human Resources or in a relevant field of study

Experience: 

  • 3 years’ relevant experience in Human Resources in a non-governmental organization
  • Experience in setting up and managing administration and human resource management systems in an emergency response setting with limited resources or amenities
  • Profound cross-cultural awareness and insight into health care issues
  • Demonstrated understanding of HR technical areas such as compensation and benefits, and employee relations
  • Ability to exercise sound judgment and make decisions independently
  • Flexibility and have the capacity to cope with stressful situations and frustrations
  • Ability to relate to and motivate staff effectively
  • Creativity and the ability to work with limited resources
  • Team player and strong communication skills, both oral and written

IT Technical Skills (Equipment, Software, Tools, others): Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint
Language Skills: 
Fluency in Romanian and English (both written and oral) is required.
Type of contract - Employment contract; Full-time job
Salary range – 1,270 USD Gross.
Initial duration of the fixed-term contract: September – December 2026, subsequent extension for 1 year.
