PROJECT TITLE: EU4 Moldova: Local Communities Phase 2

The Austrian Development Agency (ADA) is recruiting Driver / Support Assistant / Logistics (full time, f/m) for the project EU4 Moldova: Local Communities Phase 2.
1. Background and Introduction
The Austrian Development Agency (ADA) has been delegated by the European Union (EU), under the Lead of the German Gesellschaft für Internationale Zusammenarbeit (GIZ) and in partnership with Solidarity Fund Poland (SFPL) to implement a strategic project supporting Moldova’s key transformation processes, including EU accession, regionalization of services, territorial administrative reform, improved local service delivery, and preparedness for EU funds, by providing a framework for multi-level cooperation, capacity building, and practical support.
The EU4 Moldova: Local Communities Phase 2 will target legal, institutional, operational, and human capacity gaps to enable local public authorities (LPAs) to effectively implement local governance reforms, while also supporting Moldova’s progress in the EU accession negotiations.
The Overall Objective of the project is to contribute to stronger, more efficient, and citizen-responsive local self-governance in Moldova, supporting the country’s long-term progress toward EU accession.
The Specific Objective is to strengthen the capacities of national institutions and local public authorities to effectively implement territorial amalgamation and enhance preparedness for absorption of EU funding for efficient, demand-oriented service delivery to citizens.
Within the project, ADA will implement a volume of 4,3 Mio. EUR focusing on enhancing the capacities of national institutions and local public authorities to implement territorial amalgamation effectively and improve citizens’ living conditions through citizen-centered public service delivery.
The project will be implemented over a period of 36 months. To support the ADA Office for Technical Cooperation in Chisinau in ensuring the successful implementation of this project, ADA is recruiting an experienced Driver / Support Assistant / Logistics for a maximum of 36 months starting in May/June 2026. The position will be based in Chisinau.

2. Detailed Terms of Reference
Role Summary: Under the direct supervision of the Team Leader (TL) of the project management team, the Driver / Support Assistant / Logistics will be responsible for the project transportation and regular trips within Moldova and other logistics. The project management office will be based in Chisinau.
Specific Duties and Responsibilities
• Drive project vehicle(s) daily as assigned and/or pre-approved by TL, including routing shuttle service runs, scheduled field trips, project-related transportation within Chisinau/Moldova and other driving assignments as required.
• Take full responsibility for proper use and maintenance of project vehicle(s).
• Support the set-up of the project management office and overall coordination.
• Monitor the vehicle(s) annual insurance.
• Support the project management team to make travel arrangements for the contracted experts and official delegations, including arranging cost-effective travel connections, hotel reservations, transportation, etc.
• On need basis support with translation.
• Support in maintaining office correspondence.
• Available and ready to travel/drive outside Chisinau and Moldova.
• Maintain passenger confidence by keeping information strictly confidential.
• Prepare information to be exchanged with partner institutions, donors and the public for logistics and transportation.
• Maintain contact with contractors, project partners and beneficiaries.
• Coordinate and supervise the activities of the project office cleaning staff or service company and the related running services of the office (internet, heating, landline, minor repairs etc.).
• Effecting some technical repairs in the office within his capacity.
• Delivering and picking up documents, parcels etc. upon instruction.
• Purchase of stationery and office equipment upon instruction.
• Support the project management team to identify quotations and offers for office and administrative supplies and services.
• Perform other duties as required.
3. Requirements and Qualifications
• Secondary technical education or equivalent.
• Valid driving license, minimum category B.
• At least 7 years of professional driving experience with awareness of security issues. Previous experience with diplomatic mission or international organization is an asset.
• Skills in driving with 4WD under difficult road/weather conditions.
• Skills in minor vehicle and equipment repair.
• Be familiar with roads and routes within the scope of duties.
• Demonstrated gender, diversity and environmental competence.
• Be familiar with both manual and automatic gear box.
• Experience providing logistics and administrative support.
Skills and Competencies
• Good facilitation, interpersonal, and communication skills.
• Flexibility to adjust working hours to workload requirements.
• Capacity to work under pressure and availability to travel within Moldova and abroad.
Language Skills
• Good English and Romanian (oral and written) are required; knowledge of Russian is an advantage.
Technical Proficiency
• Regular Microsoft Office suite (Word, Excel, Outlook, etc.). Proficient user of social media.
