Background 

Helvetas Swiss Intercooperation is a leading Swiss non-governmental organisation committed to international development cooperation and humanitarian response.  

In Moldova, Helvetas has been active since 2018, primarily through the OPTIM project – “Opportunities through Technologies and Innovation in Moldova” – supporting economic development in the Agri-Food and ICT sectors. The project is currently in its second phase (until 31.12.2026), financed by the Swiss Government. 

OPTIM aims to enhance employment and income opportunities, especially for excluded groups, by addressing systemic constraints in selected markets. It uses the Market Systems Development (MSD) approach to enable sustainable, large-scale impact through partnerships, innovation, and private sector engagement. 

The OPTIM project supports businesses' resilient growth, enhanced competitiveness, and access to high-value markets. It contributes to adopting climate-smart and efficient agricultural technologies and practices, emphasising digital solutions for farm management and cost optimisation in the agri-food sector.   

It focuses on access to markets, technologies, and finance for private sector growth and skills development for employability and better economic opportunities for the population of Moldova. 

Helvetas is pleased to announce an opening for maternity cover for the Communications Manager position. This is a temporary position with an anticipated duration of 6 months. 

The employee will be contracted by Helvetas Moldova, the representation of Helvetas Swiss Intercooperation based in Chisinau. 

Position Overview 

The Communications Manager will ensure appropriate and relevant communication of the project's activities, results, and learnings in line with the project’s communication strategy, and support the project's visibility. This requires providing information or facilitating a dialogue between OPTIM and partners and/or the target audience aimed at project promotion and developing a shared understanding, which can lead to social change.  

It involves proactive and tailored communication and sharing success stories, best practices, as well as critical knowledge and learnings with targeted audiences to promote action aiming at influencing policy, crowding in, and multiplying outreach and impact, with a strong focus on innovation and systemic change. 

Key Responsibilities 

  • Ensure the effective implementation of the project’s communication strategy in full alignment with the overall project’s strategy and objectives. 
  • Develop, implement, and regularly adjust communication action plans to maximise outreach, visibility, and impact across target audiences. 
  • Ensure consistent and correct visibility of Helvetas, SDC, and the OPTIM Project in line with donor visibility and branding guidelines. 
  • Inform project partners of applicable communication and visibility rules and closely monitor their compliance across all communication outputs. 
  • Ensure that all communication and visibility materials are coherent, accurate, explicit, and delivered in a timely manner. 
  • Manage, maintain, and regularly update all project communication channels, including social media platforms and web pages. 
  • Ensure that all project events are planned, organised, and delivered in compliance with communication and visibility requirements and aligned with the project’s strategic messaging. 
  • Oversee external communications, including media appearances and press engagement, ensuring alignment with project activities, factual accuracy, and correct application of visibility rules. 
  • Contribute proactively to strengthening and safeguarding the positive public image and reputation of Helvetas. 

Key Competencies and Requirements 

  • Strategic thinking and planning with strong results orientation. 
  • Strong digital media and social media literacy. 
  • Excellent writing, editing, proofreading, layout, design and verbal presentation skills. 
  • Ability to translate technical content into clear and accessible messages. 
  • High level of professionalism, integrity, and confidentiality awareness. 
  • Strong organisational and time management skills, with the ability to meet donor deadlines. 
  • Political sensitivity, neutrality, and strong interpersonal skills. 
  • Commitment to knowledge sharing, organisational learning, and diversity and inclusion. 

Qualifications and Experience 

  • University degree in Communication, Journalism, International Relations, Development Studies, or a related field. 
  • Minimum 5 years of professional experience in communication, preferably within development or donor-funded projects. 
  • Proven experience in strategic communication planning, content development, and digital communication. 
  • Strong understanding of donor visibility and compliance requirements (SDC / EU experience is an asset). 
  • Fluency in English and Romanian. 
  • Experience with Communication for Development (C4D), Behaviour change or social impact campaigns, managing communications across a project cycle (inception - implementation - closure) will be highly valuable.
