Caritas Czech Republic in Moldova is looking for a Final Project Evaluator

Overview
Caritas Czech Republic Prague Chisinau branch (CCR MD) is a non-profit organization operating in Moldova since 2004. Over the years, CCR MD has implemented multiple development cooperation projects in home and social care, small business development, civil society empowerment, agriculture and inclusion.
CCR MD is seeking an external evaluator or company to lead the final evaluation of the „Strengthening capacities and financial sustainability in the social homecare sector of Moldova” project. Launched in July 2023, the project aims to improve the financial sustainability of the homecare sector through capacity building, technical assistance, small grants, and mentorship for key social actors. It pilots new services in five homecare centers, develops professional skills, promotes organizational and financial sustainability, and fosters public-private partnerships. The project also assists state actors with key policy development and delivers training on quality and sustainability of services.
This evaluation will be conducted using a mixed approach, combining remote activities with in-person visits and interviews where feasible. The evaluation is expected to take approximately one month, with all activities and the final report to be completed by December 2025.The estimated budget for this evaluation is 4,000 EUR, including taxes.

Submission guidelines
Applications will be reviewed on a rolling basis with preference for applications submitted by September 1st, 2025, to ccrm@caritas.cz with the subject line “Homecare project final evaluation”.
Applicants are requested to submit the following documentation:
- A 2–3-page statement of interest/technical proposal, describing how your profile meets the qualifications outlined above and highlighting how your methodological approach will address the scope planned for this evaluation.
- Financial proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs.
- CV or resume for each person on the evaluation team.
- Evidence of evaluation work (e.g., link to evaluation reports or PDF attachments), highlighting evaluation theories and approaches.
- Candidates moving forward in the selection process could be asked to share two references, including their names and contact details, from previous external evaluation projects.
