Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

With the advancement of the country's integration into the EU as a top priority of the Republic of Moldova, the national institutions should transpose and implement EU data protection regulations. The Parliament of the Republic of Moldova has adopted a new Law on personal data protection in July 2024, which is aligned to the EU Regulation on the protection of natural persons with regard to the processing of personal data and on the free movement of such data. The Law lays down the legal framework for ensuring the protection of the fundamental rights and freedoms of people, and, in particular, the right to intimate, family and private life, in relation to the processing of personal data. This new Law will enter into force in two years, in this period the present Law on data protection will still be in force.
The Ministry of Internal Affairs (MIA) of the Republic of Moldova is dedicated to enhancing its personnel's understanding and capabilities regarding the importance of data protection and privacy. This includes a focus on data protection laws, principles, and practices, ensuring compliance with relevant regulations, and fostering a culture of privacy and security within its subordinated institutions.
In line with the above, MIA has requested IOM support to design and implement a comprehensive initiative to include the delivery of a Training for Trainers (ToT) and the development of a methodological guide for data protection officers from within the migration and law enforcement institutions. This capacity building initiative will equip data protection officers with substantive skills to be effective trainers, who can cascade the knowledge on data protection to other colleagues from their respective institutions.

4. Category B Consultants: Tangible and measurable outputs of the work assignment
The main objective of this consultancy is to equip data protection officers of the migration and law enforcement institutions with competences on data protection regulations from the current Legislation in force, and new Law entering in force in 2026, as well as with skills to effectively engage and teach others. With the support from the selected Consultant and in collaboration with national counterparts, IOM will plan and deliver assistance to organize capacity-building activities in a timely manner.
Under the overall guidance of the IOM Chief of Mission and Programme Coordinator / Migration Governance, and the direct supervision of Programme Officer/IBG Unit, the incumbent will:

Payment Modalities
The consultant will deliver on-line services for the development of the methodological guide and training package and will deliver in-person training services and other relevant activities, with the possibility to travel to Moldova or other location as needed. In case of travel, accommodation will be covered by IOM Moldova. Any other administrative arrangement shall be the consultants’ personal liability.
The payment will be done in one (1) instalment, upon submission of all deliverables.
IOM Moldova will provide financial resources for the organization of trainings as described in the Terms of Reference and upon agreement with national authorities. The training sessions will be delivered in person, with full application of COVID prevention measures.
The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.
The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.

EDUCATION
Master’s degree in a field of study related to Data protection, Legal domain, Human Rights, Policing or Law Enforcement, or a related field from an accredited academic institution with relevant work experience.
EXPERIENCE
LANGUAGES
For this position, fluency Romanian is required (oral and written). Knowledge of English is an asset.

YES – in case of an international Consultant, from the duty station to Moldova as agreed with the programme manager.
