The impact of the full-scale invasion of Ukraine by the Russian Federation has generated additional mid-and long-term risks to the security, economy, institutions and social fabric of the Republic of Moldova, requiring additional efforts from the state authorities to maintain stability, law and order. Since 24 February 2022, more than six million refugees have fled Ukraine and, as of December 2023, 3.7 million remain internally displaced within Ukraine. As of December 2023, 997,092 people have arrived in the Republic of Moldova from Ukraine, and approximately 115,000 refugees and third-country nationals remained in the country.
To mitigate the spillover effects of the war in Ukraine, the Republic of Moldova endeavours to modernize its border management policies, systems and processes and strengthen the capacities of border management authorities. The General Inspectorate of Border Police (GIBP), General Inspectorate for Migration (GIM) and the Customs Service (CS) play a crucial role in this, particularly in implementing Integrated Border Management (IBM) policies and combating cross-border crime.
Passport examination procedures play a crucial role in ensuring the integrity and security of international travel. The procedures involve verifying the identity and authenticity of a passport holder as well as ensuring that the individual presenting the passport is the same person as recorded in it. In addition, passport examination procedures also involve checking for any signs of fraud or tampering. Border authorities constantly upgrade their travel document inspection systems and passenger checks to improve security at border control points to keep pace with evolving threats and provide security, whilst facilitating other travellers.
In order to enhance Member States capacities in passports verification and identity fraud detection, the IOM Immigration and Border Governance Division (IBG HQ), has developed the Passport Examination Procedure Manual (PEPM) - a training tool for inspection of travel documents and use of associated equipment. Designed for border officials and migration management agencies, the manual provides governments with practical guidance and stepwise methodology of examining travel documents.
The updated version of the manual - PEPM 3 - is a comprehensive manual/guide that outlines the best modern practices and standardized procedures for travel documents examinations. It includes key concepts of acts verification and fraud detection.
Migration Governance, Immigration and Border Management
RA 0117 – Supporting Protection, Transit, Voluntary and Informed Return and Reintegration of Eastern Partnership Citizens and Third Country Nationals affected by the conflict in Ukraine
The objective of this assignment is to edit the translated Passport Examination Procedure Manual on travel document standards, security and verification procedures in the Romanian language. The manual is essential for ensuring accurate and secure identification processes, therefore the final Romanian version must be precise, technically accurate, clear and serve as a didactic material to enable the continuation of IOM’s related capacity building interventions for the benefit of Moldovan authorities.
Under the overall guidance of the IOM Chief of Mission and Programme Coordinator – Migration Governance, and the direct supervision of Programme Officer/IBG Unit, the Consultant will be responsible of:

Payment Modality. The payment will be done in one installment, upon submission and acceptance of the last deliverable.
