Tender no. 83461337 For the provision of advisory services in communication and support for strategic public relations and crisis situations for the Ministry of Energy of the Republic of Moldova

The German Development Cooperation through GIZ is seeking a short-term expert to support the Ministry of Energy (MoE) in improving crisis communication and strategic public relations. The expert will work with advisors from various institutions to increase transparency and visibility of government actions, particularly in key policy areas such as European integration, reform, the impact of the war, and the energy crisis. This need has arisen due to the government's inability to implement a systematic approach to communication during short-term crises. The services within the assignment will be provided in the period between April  2024 – February 2025.

The selected expert will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The short-term expert should meet the following criteria and qualifications:

Qualification and skills

  • Education/training: University degree (Bachelor/Master) in Journalism, Social Science, International Relations, or related field; 
  • Language: ​B2​-level language proficiency in English; ​B2​-level language proficiency in Russian; C​1​-level language proficiency in Romanian; 
  • General professional experience: 10 years of professional experience in the public relations, journalism, or energy sector; 
  • Specific professional experience: 10 years in writing and content development for international organizations/Government authorities or media; 
  • Regional experience: 10 years of experience in media field or journalistic activities related to the energy sector in Moldova. 

The successful application shall include:

1. Technical Proposal, containing (in a separate envelope):

  • The CV shall not exceed 4 pages and it must clearly show the position and job the proposed person held in the reference project and for how long.
  • Outline of the envisaged concept on how the objectives defined in Chapter 2 are to be achieved;

2. Financial Proposal, containing (in a separate envelope):

  • Financial offer shall include a breakdown of days per each deliverable to be submitted, the gross daily rate in MDL and the total amount per up to 160 workdays of assignment.

All personal data are for the internal use of GIZ; confidentiality is guaranteed.

Successful offerors will be further asked for additional documentation, as it might be required for the contracting. 
 

Bid’s evaluation will be performed based on the ratio 70% for the technical aspect (CV) and 30% for the financial offer. Shortlisted applicants might be asked for an interview and additional information. 

Applications shall be submitted in a sealed envelope to the GIZ country office – Chisinau, 73/1 Stefan cel Mare si Sfant Bvd., National Business Center, 9th floor – indicating the tender number 83461337, not later than March 26, 2024, 15:00 Chisinau local time. 

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
