The U.S.A. Embassy is hiring a Budget Analyst

Duties
Incumbent is located at the Embassy as part of the Financial Management Office, and reports to the Financial Specialist. Serves as Budget Analyst for State DP (Diplomatic Program), DS (Diplomatic Security – Marine Security Guards and Regional Security Office), PD (Public Diplomacy), CA MRV (Consular Affairs Machine Readable Visa) and CA ACS (Consular American Citizen Services), DAO (Defense Attaché Office), and is responsible for the entire spectrum of accounting duties for State DP, DS MSG and RSO, PD, CA MRV & ACS, and other serviced agency appropriations held at post.
Qualifications and Evaluations
FOR THE EXPERIENCE AND EDUCATION REQUIREMENTS APPLICANTS MUST MEET EITHER OPTION 1 OR 2 TO QUALIFY.
Option 1
EXPERIENCE: At least three years of progressively responsible experience in budgeting, accounting, voucher examining, auditing or financial management are required.
EDUCATION: University degree in accounting, finance, banking, economics, or business administration is required.
Option 2
EXPERIENCE: At least five years of progressively responsible experience in budgeting, accounting, voucher examining, auditing or financial management are required.
EDUCATION: At least 2 years of college or university studies (no specific field of study required).
JOB KNOWLEDGE: Thorough knowledge of the major economic indicators that have an effect on the budget. Good understanding of host country financial operations, laws on taxes, and treatment of diplomatic missions.
LANGUAGE: Level IV (Fluent) Speaking/Reading/Writing English is required. Level IV (Fluent) Speaking/Reading/Writing Romanian is required. Level III (Good working knowledge) Speaking/Reading/Writing Russian is required. (This may be tested.)
SKILLS AND ABILITIES:
- Must be a problem solver with strong analytical, writing and interpersonal skills in order to communicate with different agencies and offices and develop and implement solutions for problems that occur.
- Must possess solid skills in MS Word, Excel, Explorer, and Outlook, and have the ability to learn State Department specific software.
