Position: Safety and Security assessments Consultant (the financial offer and timeline offer are required).

INTERSOS is a humanitarian organization working on the protection of Ukrainian refugee at Chisinau and other Regions around the country.

All INTERSOS employees are expected to perform their roles and responsibilities according to the INTERSOS charter of values, code of ethics, PSEA and Child Protection policies.

Main Purpose and responsibilities:

The Consultant for Safety and Security assessment will be responsible for assessing risks and threats at INTERSOS project implementation area. 

The objectives of this consultancy are to enable INTERSOS SMT(Senior Management Team) to rapidly: (i) identify relevant sources of threat and to mitigate identified Security and Safety related Risks Assessment (SSRA) to human and program security across Moldova and specifically Transnistrian region for all project workers and project-affected parties and assets; and (ii) help establish a system for security risk management (SRM); (iii) provide a one day workshop to SMT and key staff members on Safety and security patterns and mitigation measures; (iv) submit a report that will contain context analyses, threats analysis and mitigation matrix as well as guidance tools for SMT and field teams. The Security Risk Assessment report and guidance tools should aim to equip INTERSOS team to review and adjust the SSRA to meet the changing needs of the Project throughout the implementation cycle. The report will also ensure the SSRA is in conformity with all national government legislative requirements and INTERSOS guidance.  

Professional Experience

• Minimum of three (3) years national or international experience in the development of security risk assessments and analyses.
• Experience in disarmament affairs, conflict resolution, crime or terrorism prevention, security, risk or disaster or emergency management and preparedness in the public or private sector areas responsible for responding to emergency situations that directly impact security is required.
• Skills and capabilities in performing a range of risk assessments, including a deep understanding of processes, procedures, mechanisms, and operations of security and safety related issues in Moldova.
• Experience in the preparation and reporting of complex consulting services.
• Strong knowledge on information security policies, standards, and procedures, and concepts involving confidentiality, integrity, and availability.
• Strong knowledge on information security concepts involving threat, vulnerability, and risk analysis.
• Analytical thinking, ability to solve problems and analyze data.
• Excellent interpersonal and communication skills.
• Fluent in spoken and written Romanian and Russian
• Working proficiency of English language.
