Summary of the Comunitatea Mea Program:
USAID’s Comunitatea Mea (CM) is an eight-year program that aims to strengthen local governments in Moldova to become more effective, transparent, and accountable to citizens. CM is USAID’s flagship local government program providing comprehensive assistance to communities, primarily targeting local self-governing bodies. By increasing the capacity of local authorities, including their ability to work inclusively with citizens and civil society, not only services will be improved but checks and balances between the central and local governments will be strengthened, improving the overall system of democratic governance in Moldova.
Tetra Tech is a subcontractor to the prime CM implementer, IREX. Under this subcontract, Tetra Tech requires the support of a Local Governance Technical Coordinator. The Local Governance Technical Coordinator is a mid-level management position with coordination tasks under Objective 1 “Improving quality of and access to municipal services”. S/he will support the Objective Lead (Local Governance Manager) in the efficient and well-planned implementation of activities under Objective 1 as well as effective and timely coordination of resources from within the Objective staff and contracted short-term consultants (STTA). The position is based in Chisinau with travel as needed throughout Moldova.

Qualifications: (minimum requirements)
Education: Bachelor’s degree in Public Administration, Public Management or related field; Master’s preferred.
Work experience: At least 2 years of experience working in a municipal services field on donor projects, USAID programming experience highly preferred.
Skills: Extensive background on municipal services with relevant practical experience with local services. Ability to interact regularly and professionally with senior host-government counterparts on local governance policy. At least five years of progressively responsible technical experience, including overseeing development of activity plans, technical deliverables, and trainings; Strong communication and interpersonal skills, ability to work with all levels and functions within the company; Requires an ability to work independently and as part of a team, accept responsibility, and be extremely discrete with sensitive information. Strong computer skills. Proficient in Microsoft Office package, especially Excel, Outlook, PowerPoint, and Word;
Languages: Fluent in Romanian, excellent English speaking and writing skills, proficiency in Russian.
This position is eligible for Telework. The eligible employee is a full-time Moldova-based staff who works from a worksite outside the Moldova office for one or more days a week.
