Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. Context:
Following the launch of military operations across Ukrainian territory on 24 February 2022, substantive flows and displacements across Ukraine and toward neighboring countries have been reported countries in the following days. In response to the Ukrainian crisis, IOM Chisinau has increased operational activities which requires additional administrative staff.
Housing and settlement are basic human needs and key components to social, emotional, and economic well-being; in Moldova, access to adequate housing is considered among the third priority needs for refugees renting accommodation (30%). For the refugees that have been able to cover the rent, they rely on cash assistance, income (wage, salary, pension), and personal savings to cover the payment of the rent. IOM has leveraged its experience in emergency response, hence providing the humanitarian response as part of a multi-sectoral Shelter, Cash, and WASH intervention. IOM is also transitioning to focus on medium to long-term solutions for the displaced, including transitional shelter (Rental assistance) and social inclusion, strengthening local institutions to increase stability, resilience, access to durable solutions, and diaspora engagement.
Accountability to Affected Populations (AAP) is an active commitment by organizations engaging in direct assistance to populations in need of aid, to use power responsibly by taking account of, giving account to and being held to account by the people they seek to assist. AAP promotes people-centered approach that reinforces the broader accountability of the organization to all stakeholders including donors, governments and Member States.
Under the overall supervision of the Emergency Coordinator in IOM Chisinau and the direct supervision of the Program Manager Shelter/NFI, the incumbent will be responsible for:
Core Functions / Responsibilities:
1. Assist the Programme Coordinator in the development and implementation of the IOM transitional shelter strategy.
2. Coordinate timely and adequate implementation of the rental assistance programme including conducting rental market assessments, facilitating the transfer mechanisms, and maintaining the monitoring framework.
3. Provide regular and detailed reports to the Programme Coordinator on the implementation of the programme, including progress reports, beneficiary lists in locations, and staff/volunteer activities to enable the implementation of the programme as planned.
4. Update documents necessary to implement IOM Rental assistance, including maintaining Standard Operating Procedures (SOPs), reporting, FAQ, leaflets, and other technical documents.
5. Monitor the data collection related to beneficiaries' IOM selection of households and ensure adequate information sharing internally and externally.
6. Conduct an information session in each phase of the rental assistance program when required.
7. Undertake field visits to the localities and liaise with counterparts as per programme requirements.
8. Compile and draft shelter programme beneficiaries’ stories, Sitreps, social media blasts, etc.
9. Maintain close coordination with local government authorities rental assistance task force and relevant partners in all phases of the programmes implementation.
10. Support the PM to ensure that the integration of cross-cutting issues such as environment, gender, children, Gender Based Violence (GBV), and other vulnerable groups are considered in the programme implementation.
11. In coordination with partners, support the development and implementation of the AAP Advocacy and Communication Strategy including in the production of communication regional/country directory, and key messaging aimed at strengthening awareness on a) crisis response common objectives, b) complaints and feedback mechanisms (CFMs), and on other AAP-related activities;
12. Conduct and provide technical guidance on participatory activities promoting meaningful participation of affected people, communities, and local partners, particularly on the inclusion of traditionally marginalized groups including people with disabilities, older persons, people with diverse SOGIESC, indigenous communities, youth, children, and others as applicable;
13. Facilitate the set-up of complaints and feedback mechanisms (CFMs) and standard operating procedures (SOPs) in line with existing inter-agency collective AAP framework and/or internal IOM policy as relates to staff members, consultants, and interns. Establish clear referral pathways with designated tasks and responsibilities for complaints on programmes and with corresponding time frames for action within IOM teams. In inter-agency contexts, IOM’s own referral pathways are in place or developed in accordance with collective accountability.
