Scope of Work

Position:         Information and Communications Technology (ICT) Specialist

Location:        Chisinau, Moldova

Period:            present to January 2027

           Background

The USAID Moldova Institutional and Structural Reform Activity (MISRA) is a five-year project funded by the United States Agency for International Development (USAID) and implemented by Nathan Associates Inc. MISRA’s objective is to stimulate a sustainable and inclusive recovery from the regional crisis, improve the institutional, business, and trade enabling environment in Moldova by supporting Moldova’s public institutions and the private sector to accelerate the implementation of trade liberalization mechanisms, adopt structural and investment climate reforms, accelerate financial sector reforms, improve economic governance in the public sector, and enhance strategic communications between the private and public actors. MISRA builds on prior and ongoing USAID and US Government activities in the business enabling environment and trade facilitation space to strengthen Moldova’s economic growth and resilience, and by doing so, increase transparency and accountability.

Responsibilities and Tasks

The ICT Specialist will support development and implementation of digitalization, in cooperation with other staff, including:

• Support development of technical concepts, process mapping, specifications, and procurement for software and ICT services
• Coordinate design, development, training, and mentoring with stakeholders
• Monitor implementation, tests, pilots, and completion of assignments and deliverables in compliance with contract, including version control and change processes

• Other tasks as assigned by the Deputy Chief of Party/Digitalization, consistent with this scope of work

Reporting

The ICT Specialist will report to the Deputy Chief of Party/Digitalization.

Skills and Qualifications 

• University degree in computer science, information technology, or related field required
• Experience with software development, system analysis, computer network or database administration, including programming languages and software development platforms and relational database management systems (Please specify your experience in your CV.)
• Organizational, interpersonal, and teamwork skills

• Written and verbal skills in English and Romanian preferred (We work in an English-speaking environment, and we will support candidates who are ready to learn to work better in English.)
