General information:

DVV International is the Institute for International Cooperation of the German Adult Education Association (Deutscher Volkshochschul-Verband e.V., DVV). DVV represents the interests of the approximately 900 adult education centres (Volkshochschulen, VHS) and their state associations, the largest further education providers in Germany. As the leading professional organisation in the field of adult learning & education (ALE) and development cooperation, DVV International has committed itself to promote the right for lifelong learning worldwide and has been implementing country programmes of development cooperation in Africa, Asia, Latin America and Europe for more than 50 years. DVV International strengthens national ALE-systems in partner countries and provides support for the establishment and development of sustainable structures for youth and adult education. The project approach of DVV International targets improved conditions in policy, legislation and financing (macro level) as well as promotion of professionalisation in practice and theory of ALE (meso level) and requires cooperation both with government institutions such as ministries and city administrations as well as with civil society organisations, universities, and other educational providers. By supporting our partners (usually, adult education centres), in developing and piloting exemplary concrete learning offers (micro level), especially for disadvantaged population groups, we create best practice and evidence of the benefit of ALE. DVV International finances its work through funds from the German Federal Ministry for Economic Cooperation and Development (BMZ), the German Federal Foreign Office, the European Union, etc.

DVV International is announcing a vacancy for the full-time position of the

Project coordinator

The Project coordinator of the regional component will be based in Chisinau (Moldova), and work closely with the Head of the regional component towards the goals of the project, ensuring timely and quality implementation. She/He will initiate and oversee day‐to‐day progress of activities throughout the project region[1]. The Project coordinator will also collaborate closely with the Regional Director of the Eastern Neighbours region and Country directors of the project region, counterparts, trainers, and experts working on the project to ensure the outputs are of high quality and delivered in a timely manner.

Major responsibilities and duties:

  • Planning and coordinating project implementation, ensuring smooth and qualitative project cycle management in accordance with the project activity plan and budget;
  • Determining appropriate implementing mechanisms to achieve the projects’ strategic goals;
  • Planning, coordinating and monitoring of project activities and achievement of milestones, ensuring compliance with the implementation plan, project budget, corporate and donor guidelines for management and financial procedures;
  • Composing activity reports in accordance with donor formats within the set deadlines, including half-year, annual and final reports;
  • Leading the communication and cooperation with a wide spectrum of project counterparts and stakeholders within the framework of the assigned project;
  • Coordinating professional knowledge management on the project, including composing relevant information, knowledge transfer and transparent flow/exchange of relevant information;
  • Collaborating with other project staff as Head of the project, project assistant, PR manager, and financial management on an on‐going basis;
  • Supporting project visibility in accordance with donor guidelines;
  • Participating in the preparation, implementation and presentation of results of the project;
  • Other similar duties connected with the project implementation.

 Qualification requirements:

  • At least 3 years of experience in development cooperation or education sector;
  • Deep knowledge of the education sphere, preferably adult education or non-formal education;
  • Higher education degree or equivalent in education, management, social or political studies, or other relevant fields;
  • Proven experience in organising / managing major events as international conferences, trainings and workshops;
  • Experience in financial and budget management;
  • Experience in monitoring and evaluation;
  • Ability to work in a team-oriented environment;
  • Very good communication, presentation and moderation skills;
  • Good analytical and writing/reporting skills;
  • Fluency of English and Russian languages, knowledge of German language is an asset;
  • Advanced user of office software packages;
  • Readiness for travel within the country and abroad.
