Cardno International Development seeks highly motivated and experienced individuals interested in being considered for illustrative positions for an upcoming USAID-funded Rural Competitiveness Activity (RCA) in Moldova. This Activity will accelerate the transformative, climate-resilient economic development of rural Moldova by further stimulating the competitiveness of key economic sectors – wine industry, high value agriculture, and tourism – to act as drivers for sustainable economic growth. The Activity will be implemented across three objectives: Objective 1 - Productivity and Market Access in Target Sectors Improved; Objective 2: Key Value Chain Supporting Functions Improved; and, Objective 3 - Enhanced Sector Enabling Environment to sustain growth and drive innovation.
Cardno is seeking professionals in the fields of:
Sectoral Expertise: Contributes to activities to strengthen key sectors, including high-value agriculture, tourism, and wine. Must have demonstrated experience working with producers in high-value and certified organic agriculture and rural development, potentially including fruits, grains, nuts, and vegetables, medicinal and aromatic plants, honey and apiaries, wine and viticulture, and tourism.
Export Promotion: Contributes to activities focused on expanding SME exports through improved market alignment. Builds linkages between international buyers and distributors. Must have knowledge and understanding of key barriers to export. Responsible for building SME capacity to identify new market opportunities through research. Must possess strong skills in export promotion, market linkages, and SME competitiveness. Experience directly consulting private sector firms on export related issues is preferred.
Market Access: contributes to identifying and building innovative mechanisms and market shaping interventions necessary to bring products and services to the target sectors. Contributes to activities that facilitate and establish linkages and building partnerships between associations and their members with domestic and international markets. Provides technical assistance, training and support to associations and training support organizations. Must have knowledge and experience with market identification and development, sustainable agricultural and tourism value chain development, supply chain management, private sector development, business development, local, regional and international trade policies, and promotion of investments. Responsible for maintaining and developing strong partnerships with cooperatives, partners, collaborators, rural finance institutions and any other associated stakeholders.
Functional Expertise: Contributes to activities across a range of business support services, with an emphasis on provision of such services to associations in the agriculture, wine, and tourism sectors. Relevant business support functions may include financial services and credit, sustainable agriculture, workforce/skills development, IT, legal and regulatory compliance, PR and marketing, and management services, among others.
Gender/Youth: Contributes to project design and implementation to ensure active participation of women and youth in all activities. Provides technical and advisory services on women empowerment, gender equality and youth inclusion. Responsible for assisting youth and women market actors in accessing market opportunities.
