Minimum Requirements:
Advanced knowledge anduniversity degree in Economic Sciences, International Affairs, Development or other fields relevant for this position;
Professional Experience
Minimum 5 years progressively responsible professional experience at national and / or international level in operational and financial management of development projects or programs;
Thematic Competences
In-depth knowledge and understanding of employment & economic development issues, relevant existing legal framework, national and international development policies and development assistance; good understanding of SMEs situation and policy issues including the related existing legal framework, capacity and commitment to promote gender equality and social inclusion;
Social competences
Excellent interpersonal and communication skills, strategic thinking, networking and representational skills. Experience in working in a multi-cultural and diverse environment; and ability to work both in a team and independently;
Fluent in Romanian, English and Russian (German or French is an asset). Strong computer software skills and proven analytical and writing skills.

TERMS OF REFERENCE
The Swiss Agency for Development and Cooperation (SDC) is part of the Swiss Federal Department of Foreign Affairs. SDC coordinates Switzerland’s development cooperation and humanitarian aid programs all over the world, including Moldova. The technical and financial assistance provided by Switzerland to Moldova is managed by the Swiss Cooperation Office (SCO), which is the country office of SDC and the representation of the Kiev-based Embassy of Switzerland to Ukraine and Moldova.
SDC has been active in Moldova since the year 2000. Until 2008, SDC mainly provided humanitarian assistance for disadvantaged population groups. From 2008 onwards, SDC’s focus shifted to development-oriented interventions. SDC partnered with Moldovan stakeholders at all levels to implement long-term and comprehensive projects in the areas of health, Economic development and employment (EDE), as well as local governance (cooperation program/strategy 2018-2021, extended until end of 2023). In addition, SDC provides grants for small action projects that address development issues in the main fields of the SDC activity, and for culture projects that promote innovation, inclusiveness, diversity, and intercultural dialogue.
Under the guidance and supervision of the Head of Economic development and Employment sector, the National Program Officer (NPO) will ensure the overall coordination of the interventions related to Economic Development / Employment, in line with the 2018-’23 Swiss Cooperation Programme for Moldovaand in compliance with SDC principles, standards and approaches.
The position includes a mix of programmatic, operational and administrative responsibilities. The following list of tasks is indicative and may be revised and / or amended.
