The OSCE Office of the High Commissioner on National Minorities (HCNM) is looking for a consultant with the task to conduct an external evaluation of the Action Plan 2017–2020 on the implementation of the Strategy for the Consolidation of Interethnic Relations 2017-2027.
Objective
The objective of the evaluation is to assess the implementation of the current Action Plan, focusing on the process as well as the results. The evaluation should outline lessons learned and good practices as well as challenges and gaps, including specific recommendations to state interlocutors and HCNM for the development of the upcoming Action Plan 2021-2023. It is essential that the evaluation is done together with key actors involved in the drafting and implementation of the Action Plan as well as civil society, including representatives of ethnic minorities (participatory evaluation).

The report shall also contain at least the following annexes:
- List of persons interviewed and sites visited;
- Data collection tools (copies of surveys, questionnaires);
- A bibliography or list of references.

The selection process will consist of a 20 minutes long interview. The selected candidate will be awarded the contract to deliver the task, as mentioned above.
