Assignment Title: Company/ organization to promote in Romania education programs of State Pedagogical University “I. Creanga” (UPSC).

The Ministry of Education and Research (MoER) has received financing from the World Bank Group toward the cost of the Moldova Higher Education Project, and intends to apply part of the proceeds to contract a consulting company to promote the portfolio of UPSC’ education programs in Romania. The company/organization will develop a 3-year communication strategy and plan based on its own market analysis in order to identify best promotion channels to support the recruitment of Romanian students to study at UPSC. The company/organization will implement 3 pilot promotion activities as part of the assignment.

The consultancy is expected to commence in January 2027 and will have a duration of three (3) months.

The MoER now invites eligible Consulting Company (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

• Be a legally registered entity with at least 5 years of experience in communication, media, branding, or digital marketing.

• Knowledge of current marketing trends and best practices
• Experience in market research and analysis
• Strong understanding of branding principles and strategies

• Proven track record in developing communication strategies or media campaigns for Government, education institutions, or international development sectors (Experience in higher education promotion, international student recruitment or study abroad initiatives is a strong asset).
• Demonstrated experience in or with the Romanian market, or comparable cross-border education markets is a major advantage.
• At least 2 completed assignments in the past 5 years of similar nature and scope.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest and eligibility.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualification Based Selection method set out in the Procurement Regulations.
