TENDERE, ACHIZIȚII ȘI CONTRACTĂRI ÎN MOLDOVA

The German Development Cooperation through GIZ is looking for a company in the preparation of technical design documentation for construction of Multifunctional Sports Complex (MSC) in Soroca Municipality. The technical design documentation shall be developed by qualified and authorised specialists, in accordance with the applicable Moldovan legal and normative framework.

The objective of this assignment is to develop a complete, coordinated, technically sound and implementation-ready technical design documentation package for the Multifunctional Sports Complex (MSC) in Soroca municipality, based on the scenario selected and formally confirmed by the Beneficiary from the developed Feasibility Study.

The assignment shall translate the functional and technical requirements identified in the Feasibility Study into detailed architectural and engineering solutions that comply with the applicable legislation, technical regulations and standards of the Republic of Moldova, while incorporating relevant European good practices, energy-efficiency principles, operational sustainability, accessibility, safety and cost-effectiveness.

The technical design documentation shall include all necessary drawings, calculations, technical specifications, Bills of Quantities, general and local cost estimates, design verification documentation and other supporting materials required for obtaining the necessary approvals and permits, conducting procurement procedures, supervising and implementing the construction works, testing, commissioning and acceptance of the facility. As a result of the assignment, the Beneficiary shall receive a complete, coordinated and verified technical design documentation package for the construction of the Multifunctional Sports Complex in Soroca Municipality, suitable for submission to potential financing institutions and for subsequent procurement and implementation of the construction works

To achieve the objective, the bidder shall perform the following tasks:

• Develop methodology and prepare the inception report, including the proposed approach, workplan and timeline for implementation of the assignment, agenda, target groups, and implementation arrangements for the validation and endorsement meetings
• Review and analyse all available background documents, including the Feasibility Study, selected Scenario 1, available topographic and geotechnical information, existing utility data, land ownership and cadastral information, urban planning conditions and documents, Urbanism Certificate for design, preliminary cost estimates, operational assumptions and any formal correspondence or decisions issued by the Beneficiary, other relevant documents
• Develop content and structure for all chapters and subchapters to be included in the technical design documentation
• Develop required technical analysis and mandatory geotechnical investigations and topographic surveys
• Develop requirements and solutions for independent, autonomous and phased functionality of the MSC in Soroca municipality to be included in the technical design
• Develop Utility capacity study including required capacities for water, sewerage, stormwater, electricity, gas, heat, telecommunication and emergency/fire water supply needed for obtaining technical conditions from relevant institutions and utility providers
• Develop Energy and renewables pre-assessment: preliminary modelling of energy needs and feasibility of heat pumps, PV, solar thermal collectors, heat recovery, high-efficiency HVAC, LED lighting and smart controls
• Present, discuss/consult and approve each phase of technical design documentation development, collecting and incorporating of opinions/feedback
• Develop preliminary draft of technical design in accordance with approved structure including full draft of technical design compartments, design calculations, technical specifications, engineering network layouts, architectural and structural drawings, utility connection solutions, energy efficiency measures, environmental measures and draft general BoQs for each component and discipline, O&M/administration chapter, crisis-resilience measures, implementation phasing
• Organize and facilitate meetings with the relevant stakeholders to present, discuss, collect opinions/feedback for improvements and validation of technical design documentation
• Present full technical design documentation and Annexes including technical design verification Reports (including one general and compilated Report) issued by authorised project verifiers/state expertise in accordance with the applicable legal and regulatory framework, written acceptance from beneficiary
• Finalise and present work results.

Within the proposal, the bidder will present:

• Financial bid(submitted strictly in accordance with the provided Price schedule template), including detailed budget expressed in Moldovan Lei, VAT 0.
• Technical offer that must compulsorily contain (in a separate sealed envelope, length of the offer will not exceed 5 pages, excluding CVs, certificates, and authorizations):
• a brief technical-methodological concept describing the tenderer’s strategy for implementing the assignment, the proposed methodology, the relevant actors and coordination approach, the work steps and operational schedule, and the approach to project management and quality assurance;
• a brief personnel concept, including the proposed Team Leader, key experts, and other qualified experts necessary for implementation;
• CVs of the proposed key personnel relevant for the assignment;
• company profile and evidence of relevant experience in comparable assignments.

Please note: the technical bid must always be separated from the financial bid.

Offers must be prepared in English or Romanian.

Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Applications must be submitted electronically to MD_Quotation@giz.de not later than 20.11.2026, time 17:00. The subject of the email must always state the transaction number (10063264). The application must be submitted in one (1) email including two (2) zip folders: (a) TECHNICAL BID – 10063264, (b) FINANCIAL BID – 10063264.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
