TENDERE, ACHIZIȚII ȘI CONTRACTĂRI ÎN MOLDOVA

The German Development Cooperation through GIZ is looking for a company or a consortium of companies able to support the implementation of the following activities under the “Strong Businesses and Communities for Moldova” project: (1) strengthen the quality of practical training in partner companies involved in dual VET; (2) support the professional development of staff from VET institutions involved in dual VET; (3) strengthen the Committee for the Promotion of Dual VET; and (4) promote and accelerate the development of dual VET in Moldova.

The services under this assignment shall be provided during the period January 2027 – October 2027.

The objective of this assignment is to strengthen the quality, implementation capacity and sustainability of dual VET in the Republic of Moldova by developing the capacities of key actors involved in practical training, quality assurance and institutional cooperation, and by supporting the further engagement of economic units in dual VET.

To achieve the objective, the expert shall perform the following services:

• Development/updating and delivery of the training programme for in-company trainers;
• Development and delivery of an integrated training programme for foreman-instructors from VET institutions;
• Capacity-building of the Committee for the Promotion of Dual VET;
• Promotion and acceleration of dual VET.

The tender is open to private companies, public institutions, non-government organizations, professional associations, or consortia, resident in the Republic of Moldova, established and operating in accordance with the legislation of the Republic of Moldova. For a consortium, a Consortia Declaration (as per the template provided) should be included in the technical offer.

Eligible applicants must be public or private legal entities established and registered in the Republic of Moldova in accordance with the national legal framework.

Within the proposal, the bidder will present:

• Financial bid(submitted strictly in accordance with the provided Price schedule template), including detailed budget expressed in Moldovan Lei, VAT 0.
• Technical offer that must compulsorily contain (in a separate sealed envelope, length of the offer will not exceed 5 pages, excluding CVs, certificates, and authorizations):
• Company/organization profile.
• Concept for delivering the service according to the ToR.
• Personnel concept according to the ToR, including CVs of the proposed experts.
• Copy of the company registration certificate in the Republic of Moldova, any available license, permits, professional qualification certificate available.
• Completed self-declaration(signed).

Offers must be prepared in English or Romanian.

Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
