REQUEST FOR PROPOSALS

Consulting Services

1. The Republic of Moldova (hereinafter called “Borrower”) has received financing from the European Investment Bank and European Bank for Reconstruction and Development (all together - the “Banks”) in the form of a loan, financing and grant (hereinafter called financing) toward the cost of Moldova Energy Efficiency Project. The Moldova Energy Projects Implementation Unit, an implementing agency of the Borrower, intends to apply a portion of the proceeds of this financing to eligible payments under the contract for which this Request for Proposals is issued. 
2. The Client now invites proposals to provide the following consulting services (hereinafter called “Services”): Supervision of energy efficiency improvement and rehabilitation works for the Oncology Institute. 
3. This Request for Proposals (RFP) has been issued without prior short-listing procedure and is open to all interested participants.
4. A firm will be selected under “Quality and Cost-Based Selection” (QCBS) procedures and in a Full Technical Proposal (FTP) format as described in this RFP, in accordance with the policies detailed in the EIB’s Guide to Procurement version of 2024, which can be found at the following website:

5. Interested eligible consultants may obtain further information from the Client and inspect the RFP during office hours from 08:30 to 17:00 hours local time at the address given below.
6. The Request for Proposals (RFP) in English may be obtained free of charge in electronic format upon written request to the email address below. 
7. Proposals must be delivered to the address below on or before December 4, 2026, at 11:00 (local time). Electronic proposals will not be permitted. Late Proposals will be rejected. Only Technical Proposals will be publicly opened at that date and time, in the presence of the consultants’ designated representatives and anyone who chooses to attend at the address indicated below.
8. Financial Proposals will remain sealed and will be opened at a later date in accordance with the RFP.
9. Attention is drawn to the requirement to disclose information on the successful Consultant’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the Request for Proposals.
