Procurement, installation, testing and commissioning of two photovoltaic systems, with installed capacities of 10 kW and 15 kW, at pumping stations no. 2 and no. 3 operated by the WSS service provider in Otaci, within WASSER project zone

The German Development Cooperation through GIZ is looking for a company for procurement, installation, testing and commissioning of two photovoltaic systems, with installed capacities of 10 kW and 15 kW, at pumping stations operated by the ME ”Gospodăria Locativ Comunala Otaci”. The photovoltaic systems shall be procured, installed, tested and commissioned in line with the technical designs developed by Beneficiary and are planned to be mounted on metal support structures, placed on the land plots allocated to pumping station no. 2 and pumping station no. 3 of the WSS service provider from Otaci.

The objective of this assignment is to reduce electricity consumption from the public grid and lower operational costs for the WSS service provider in Otaci, while promoting the use of renewable energy and reducing greenhouse gas emissions. By improving the energy resilience of critical pumping stations, the investment will support the continuous and reliable provision of water supply and sanitation services for residents, including socially vulnerable households. Overall, the intervention will enhance the operational performance of the service provider and strengthen local social resilience through more affordable and sustainable public services.

To achieve the objective, the bidder shall perform the following tasks:

• Review of technical designs, BoQs, volumes, technical specifications, permissions for connection to grid, Construction Authorizations and all available documentation provided by the Beneficiary for two photovoltaic systems planned at pumping station no. 2 and pumping station no. 3.

• Procure and delivery in sites of all equipment, materials, accessories and auxiliary components necessary for the full installation and operation of the two photovoltaic systems with P=10 kW and P=15 kW in accordance with required technical specifications, volumes, technical designs and normative frameworks.

• Installation of two photovoltaic systems at the two pumping stations with P=10 kW and P=15 kW in accordance with the approved technical designs.

• Entering daily records in technical construction books (completing all sections of the technical construction books);

• Provide all required by Urban planning and construction code no 434/2023 and NARE regulations documents related to the installation process.

• Preparation and submission of the technical documentation required for connection, verification, commissioning and acceptance, in accordance with the regulatory framework of the Republic of Moldova and the requirements of NARE, the distribution system operator and other competent institutions.

• Full testing, inspection and commissioning of each photovoltaic system in accordance with approved technical design and applicable standards and normative documents of Republic of Moldova.

• Providing and obtaining all documents required for legal commissioning and operation of the photovoltaic systems including technical files, declarations, certificates, test reports and other documents required by the applicable Moldovan legal and regulatory framework.

• Obtaining all necessary approvals, confirmations, permits and documents required for legal connection and operation of the PV systems.

• Provide practical instruction to the personnel designated by ME ”Gospodăria Locativ Comunala Otaci” regarding the safe and efficient operation of the installed photovoltaic systems.

The tender is open to private companies, resident in the Republic of Moldova, established and operating in accordance with the legislation of the Republic of Moldova.

A successful bidder is expected to meet at least the following requirements:

• Demonstrate relevant experience in the procurement, installation, testing and commissioning of photovoltaic systems and low-voltage electrical installations;

• Provide qualified in-house or contracted technical expertise for PV systems, electrical works, grid connection, testing, commissioning and preparation of the required technical documentation;

• Ensure the involvement of an authorized electrician, duly certified in accordance with the applicable Moldovan legal and regulatory framework;

• Provide one coordinator / team leader responsible for managing all assignment-related activities and acting as the main contact person for the Beneficiary and the Project;

• Demonstrate experience in implementing similar renewable energy or electrical infrastructure projects, preferably for public institutions, utilities or critical infrastructure operators;

• Provide evidence of previous cooperation with development organizations, public authorities or donor-funded projects in Moldova;

• Comply with quality management principles related to procurement, installation works, testing, commissioning, documentation, occupational health and safety, and final handover of the PV systems.

Interested bidders are required to submit the following set of documents:

• Certificates of origin for the goods offered;

• Company profile including number of employees (at least 5 persons) (permanent / temporary in total) and number of professional staff qualified to perform the works, with at least one licensed specialised under contract;

• List of similar works performed within last three years, minimum three projects, showing detailed volume of works and total amount of contracts implemented under direct contracting with minimum amount of the contracts 25,000 EUR;

• Company data including company legal name, full address, contacts (phone, email); name and contacts of the person responsible for the application submitted;

• Staff list and CV of key staff Team Leader and Electrician;

• Bank data including bank name, bank code and IBAN MDL;

• Copy of company registration certificate (registration in the Republic of Moldova), as well as other related licenses and permissions;

• No-debt certificate from the Moldovan State Inspection or copy of the latest financial report;

• Financial offer (duly signed and stamped), calculated in MDL at 0% VAT and goods delivery time;

Applications shall be submitted in a sealed envelope to the GIZ country office - Chisinau, 73/1 Stefan cel Mare si Sfant Bvd., National Business Center, 9th floor - indicating the tender number 7000025873, not later than 05.11.2026, 15:00 Chisinau local time.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
