MoldovaInEU seeks a provider for web development and localisation

The National Advocacy Centre for Moldova in the European Union invites individuals and legal entities, both residents and non-residents, to submit proposals for the localisation and development of moldovain.eu, an existing WordPress website.
The procurement is part of the project “MoldovaInEU: Strengthening European Advocacy Infrastructure for the Republic of Moldova”, supported by the Soros Foundation Moldova.
Services required
The contract covers two components, to be delivered by the same provider:
- Localisation at a fixed price: adding Romanian, German, French, Spanish and Italian versions; configuring Polylang Pro and a machine translation workflow with editorial review; adapting menus and website components; integrating GetResponse, multilingual SEO and Google Analytics 4; implementing a language selector and country-based redirects; setting up a staging environment, conducting a technical audit and training the editorial team.
- Support, maintenance and development at a fixed hourly rate: up to 140 hours for bug fixes, technical improvements, updates and the development of new pages and features, based on approved requests.
Polylang Pro and GetResponse licences are paid for separately by the beneficiary. Their configuration and integration, together with the machine translation service proposed by the bidder, must be included in the fixed localisation price.
Localisation must be completed by 25 January 2027. Support services are planned for November 2026 – 6 September 2027, following contract signature.
Application documents
Applications may be submitted in Romanian or English and must include:
- Form A — Technical Proposal, completed, signed and dated;
- Form B — Financial Proposal in MDL, completed, signed and dated;
- a relevant portfolio;
- for legal entities: a registration certificate or equivalent document from the country of origin.
The selected provider will be engaged under a services contract. Individuals apply and are contracted in their own name.

Questions may be submitted until 26 October 2026. Responses will be provided by 27 October 2026. Temporary limited access to the website and the Figma prototype may be provided upon request.
Evaluation
Proposals will be assessed on a quality–price basis: 60 points for the technical proposal and 40 points for the financial proposal. Financial proposals will be evaluated only for compliant bids that score at least 42 out of 60 technical points.
