Tender 10060066: KOMPASS evaluation of project-supported interventions
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is looking for a service provider to carry out the qualitative assessment of selected project-supported products: “KOMPASS Evaluation of Project-Supported Products and Interventions’’. The assignment will be implemented within the project “Youth Employment Promotion in Moldova”.
The tender is open to private companies, consulting firms, resident in the Republic of Moldova, established and operating in accordance with the legislation of the Republic of Moldova.
The selected company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

Submission of tenders
The tender shall include:
- a technical offer, presenting the bidder’s understanding of the assignment, proposed methodology, approach to the assessment of the selected outputs and products, work plan, experts’ team and relevant experience; and
- a financial offer, presenting the proposed costs in Moldovan lei, VAT 0.
Proposals will be presented in English language.
Please note: the technical bid must always be separated from the financial bid.
Bids evaluation will be performed based on the ratio 70% for the technical bid (Concept and CVs) and 30% for the financial bid.
Applications must be submitted electronically to MD_Quotation@giz.de not later than 29.10.2026, time 23:59. The subject of the email must always state the transaction number (10060066). The application must be submitted in one (1) email including two (2) zip folders: (a) TECHNICAL BID – 10060066, (b) FINANCIAL BID – 10060066.
Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial bids containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
