1. The Republic of Moldova has received financing from the European Investment Bank toward the cost of the Fruit Garden Project (in amount of 120mln EUR), and intends to apply part of the proceeds toward payments under the contracts for “Supply and installation of a Veterinary Computed Tomography (CT) Scanner for the Technical University of Moldova (Veterinary Medicine Faculty), procured within the INVESTMENTS IN INFRASTRUCTURE Component of the “Fruit Garden of Moldova” Project.

2.    The Purchaser - Consolidated Unit for Implementing and Monitoring the Wine Sector Restructuring Program (UCIMPRSVV) now invites sealed Bids from eligible Bidders for Supply and installation of a Veterinary Computed Tomography (CT) Scanner for the Technical University of Moldova (Veterinary Medicine Faculty), procured within the INVESTMENTS IN INFRASTRUCTURE Component of the “Fruit Garden of Moldova” Project Supply and installation period is up to 3 months from contract award date.

3.    Bidding will be conducted through International Competitive Procurement and is open to all eligible Bidders as defined in the EIB Guide to Procurement.

4.    Interested eligible Bidders may obtain further information and/or request an electronic copy of the bidding documents from UCIMPRSVV, PIU Procurement Department, telephone: +373 22 260906; +373 78812211, sending an official request by Email to: office@winemoldova.md. The Bidding Documents are provided free of charge (in electronic format) and will be sent via e-mail, upon written request (to the email mentioned above).

5.    Bidders Qualification Requirements:

(a) Operational Experience: The Bidder shall have been legally registered and continuously operating as a business entity for at least five (5) years prior to the date of publication of this Request for Bids. Accordingly, for the purpose of this procurement, the Bidder shall have been legally registered no later than 01 September 2021. The Bidder shall provide a copy of its certificate of registration/incorporation or equivalent official document demonstrating the date of its legal establishment. In the case of a Joint Venture (JV), the Lead Member shall meet this requirement.

(b) Financial Capability: The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):

(1) The average annual financial turnover of the Bidder should be not less than indicated below, for the following past 3 years (2025, 2024, 2023): 300.000,00 EUR (or equivalent). For a Joint Venture, the average annual turnover requirement may be met by all JV members combined;

(2) The Bidder should provide audited financial statements and balance sheets for the following past three complete financial years (2025, 2024, 2023) demonstrating the soundness of the Bidder's financial position and demonstrating that it has the financial resources necessary to handle the requirements of the proposed Contract. For a joint venture, this requirement may be met by all members combined.

(c) Specific Experience: The Bidder shall demonstrate that it has successfully and substantially completed at least 3 (three) contracts within the 5 (five) years beginning with 01 September 2021, each with a value of at least 170.000,00 EUR (or equivalent), that are similar in nature and complexity to the Goods and Related Services under the Contract (contracts involving the supply, installation and commissioning of human or veterinary Computed Tomography (CT) systems or comparable advanced diagnostic imaging equipment of similar technical complexity). For a Joint Venture, this requirement may be met cumulatively by all members, provided that the JV Leader demonstrates successful completion of at least one similar contract.

(d) Experience and Technical Capacity

      (1) Manufacturer’s Authorization: The Bidder shall provide a valid Manufacturer’s Authorization Form confirming that it is duly authorized by the manufacturer to supply and install the offered Veterinary Computed Tomography (CT) Scanner.

      (2) After-sales service: In the case of a Bidder not doing business in the Republic of Moldova, the Bidder shall demonstrate that it has, or in the event of Contract award will establish, appropriate arrangements with a Manufacturer-authorised maintenance/service provider in the Republic of Moldova, capable of carrying out the maintenance, repair and spare-parts support obligations.

7.    All bids must be accompanied by a Bid Security in the amount of 3.000,00 EUR (or equivalent). Bid Security duration shall be minimum twenty-eight days after the end of the Bid Validity Period.
