TENDERE, ACHIZIȚII ȘI CONTRACTĂRI ÎN MOLDOVA

The German Development Cooperation through GIZ is looking for a qualified service provider to ensure demand-driven technical assistance through a pool of qualified experts supporting regional and urban development reforms and Moldova's EU accession process, within the framework of the “Strong Businesses and Communities for Moldova” (SBC) project.

The services under this assignment shall be provided during the period October 2026 – November 2027.

The objective of this assignment is to provide flexible, high-quality and demand-driven technical assistance through a pool of qualified experts to support the Ministry of Infrastructure and Regional Development (MIRD), partner municipalities and other relevant stakeholders in the development and implementation of regional and urban development reforms, institutional development and Moldova’s EU accession process.

To achieve the objective, the contractor shall perform the following tasks:

• Prepare an Inception Report including the implementation plan and STE mobilisation and management strategy.
• Provide technical advice to the MIRD and/or other regional, local public institutions and authorities in charge of the regional development and integrated urban development sector, incl. to support the implementation of the requirements of the EU Accession process.
• Policy advisory services towards the development of draft laws, regulations, action plans, strategies, studies or other deliverables along the above-mentioned thematic lines provided.
• Institutional development support services: institutional assessments, governance recommendations, implementation mechanisms, operational procedures, methodological guidance, facilitation of technical consultations, mentoring and expert advisory services.
• Knowledge exchange and technical support: workshops, technical consultations, peer-learning events, stakeholder dialogue, dissemination of EU practices and other knowledge-sharing activities, including supporting materials and event reports where applicable.
• Submit final deliverables available as defined in individual STE-assignment(s).
• Prepare and submit the final report.

The tender is open to private companies, public institutions, non-governmental organizations, professional associations, or consortia resident in the Republic of Moldova and established in accordance with the legislation of the Republic of Moldova.

A successful bidder is expected to meet at least the following requirements:

• Prove to be a legal entity registered in the Republic of Moldova.
• Demonstrate experience in providing technical assistance in the fields of urban / regional development, public sector reforms, governance and/or EU integration / instruments.
• Demonstrate the capacity to mobilise appropriate expertise within short timeframes and manage multiple assignments in parallel.
• Provide qualified experts for the positions of Team Leader; Regional Development and EU Policy / Instruments; Urban and Regional Development Policy and Governance; and Institutional Development (senior and junior level according to ToR).
• Demonstrate experience in cooperation with national / regional and local public authorities in the Republic of Moldova.
• Apply effective quality assurance, coordination and reporting mechanisms throughout the implementation of the assignment.

The application must be prepared in English or Romanian, consisting of:

• Technical bid, containing:
• a brief technical-methodological concept describing the tenderer’s strategy for implementing the assignment, the relevant actors and coordination approach, the work steps and operational schedule, and the approach to project management and quality assurance;
• CVs of the proposed key personnel relevant for the assignment;
• Completed self-declaration (signed).
• Financial bid (submitted strictly in accordance with the provided Price schedule template), including detailed budget expressed in Moldovan Lei, VAT 0.

Please note: the technical bid must always be separated from the financial bid.

Bids evaluation will be performed based on the ratio 70% for the technical bid (Concept and CVs) and 30% for the financial bid.

The application must be submitted in one (1) email including two (2) zip folders: (a) TECHNICAL BID – 10055916, (b) FINANCIAL BID – 10055916.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial bids containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
