TENDERE, ACHIZIȚII ȘI CONTRACTĂRI ÎN MOLDOVA

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is implementing the project "Energy Efficiency and Renewable Energies in the Republic of Moldova (E4M)". As part of this project, GIZ intends to award a contract for piloting the renovation/reconstruction of household wood-burning stoves and developing related technical guidelines and a micro-qualification training programme for stove builders in the Republic of Moldova.The services within the assignment will be provided in the period between October 2026 – May 2027.

The selected company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The bidding company is expected to meet the following requirements:  

• Legal entity registered in the Republic of Moldova. 
• At least three years of proven experience at national and/or regional level in similar assignments in energy-efficient stove construction/rehabilitation
• The service provider shall propose a team of experts, administrative and backstopping capacities, as described in chapter 4 (Personnel concept).

Interested companies are requested to provide the following documents and information:  

1. Technical Proposal, containing (in a separate document):

a. Technical-methodological concept to implement all tasks required in the ToR (that will be assessed as part of the Technical Assessment Grid).
b. Personnel assignment plan, including CVs of the team according to the ToR
requirements (that will be assessed as part of the Technical Assessment Grid).
c. Profile of the company (that will be assessed as part of the Eligibility Assessment Grid enclosed in Annex No. 2). The company is expected to demonstrate:

            Legal and organizational capacity

• Valid registration and authorization to provide services for construction/rehabilitation of energy-efficient stoves

            Technical expertise and professional capacity

• Proven experience in energy-efficient stove construction/rehabilitation.
• Qualified and certified staff, including expert stove builder/designer, experienced stove builders (up to 7), team leader/ project manager.

              Project management capacity

• Ability to manage described assignments within the proposed timeframe with minor deviance.
• Sufficient administrative, financial, and logistical capacity to ensure timely delivery of all milestones.

2. Financial bid(submitted strictly in accordance with the provided Price schedule template), including detailed budget expressed in Moldovan Lei, VAT 0.

All personal data are for the internal use of GIZ; confidentiality guaranteed.

Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Applications must be submitted electronically to MD_Quotation@giz.de not later than 05.10.2026, time 17:00. The subject of the email must always state the transaction number (10048487). The application must be submitted in one (1) email including two (2) zip folders: (a) TECHNICAL BID – 10048487, (b) FINANCIAL BID – 10048487.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
