TENDERE, ACHIZIȚII ȘI CONTRACTĂRI ÎN MOLDOVA

The German Development Cooperation through GIZ is looking is looking for an institution/company to implement the activity “Strengthening staff supervision and people-management competencies within SMEs through the development and delivery of a practical training programme for managers and supervisory personnel, focusing on employee integration, performance and retention’’.

The assignment aims to strengthen practical competencies in employee onboarding, day-to-day staff supervision, task delegation, work organisation, performance management, employee motivation and retention, contributing to improved employee integration, team performance and sustainable employment within SMEs.

The assignment will be implemented within the project “Youth Employment Promotion in Moldova”.

The tender is open to private companies, consulting firms, resident in the Republic of Moldova, established and operating in accordance with the legislation of the Republic of Moldova.

The selected service provider will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

Within the proposal, the bidder will present:

1.Technical offer must compulsorily contain (in a separate sealed envelope, length of the offer will not exceed 7 pages, excluding CVs, certificates, and authorizations):

• Institution/company/organization profile.
• Concept for delivering the service according to the ToR.
• Personnel concept according to the ToR, including CV’s of the proposed key experts.
• Copy of the company registration certificate in the Republic of Moldova, any available license, permits, professional qualification certificate available.
• No-debt certificate issued by the Moldovan Tax Inspection or copy of the latest financial report.
• Completed self-declaration (signed)

2. Financial Proposal, (submitted strictly in accordance with the provided Price schedule template), including detailed budget expressed in Moldovan Lei, VAT 0.

Proposals may be presented in English language.

All personal data are for the internal use of GIZ, confidentiality is guaranteed.

Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Applications must be submitted electronically to MD_Quotation@giz.de not later than 05.10.2026, time 17:00. The subject of the email must always state the transaction number (10056461). The application must be submitted in one (1) email including two (2) zip folders: (a) TECHNICAL BID –10056461, (b) FINANCIAL BID – 10056461.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to readvertise or cancel this tender.
