ACHIZIȚII ȘI CONTRACTĂRI

The German Development Cooperation through GIZ is looking for a company to design, implement, monitor and evaluate a comprehensive awareness and sensitization programme on water supply, sanitation, environmental protection and preparedness for crisis situations affecting the drinking water supply within the WASSER project area in northern Moldova. The assignment aims to improve public awareness, strengthen preparedness and resilience of local communities, promote responsible behavior related to water resources, and enhance communication capacities through evidence-based communication and education measures.

The selected company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The objective of this assignment is to develop and implement gender-responsive communication and sensitization measures tailored to different target groups, including local communities, schools, LPAs, WSS operators and other relevant stakeholders. The assignment shall strengthen public understanding of water supply-related crisis situations, counter misinformation and disinformation, promote behavioral change, and support the dissemination of project results and good practices across the WASSER project area covering 10 rural localities and 3 towns in Ocnița, Dondușeni and Soroca districts.

To achieve the objective, the bidder shall perform the following main tasks:

• Development of the communication methodology and inception report, including communication needs assessment, campaign concepts, implementation approach, and the monitoring and evaluation framework.
• Development of communication and educational products, including campaign concepts, IEC materials, multimedia products, and the awareness video.
• Implementation of the awareness and sensitization programme, including communication campaigns, school-based activities, community outreach, stakeholder engagement, and dissemination activities.
• Organization and facilitation of one lessons learned workshop with key stakeholders.
• Monitoring and evaluation of the implemented measures, including analysis of implementation results and recommendations for replication and sustainability.
• Preparation and presentation of the final results..

The tender is open to private companies, public institutions, non-governmental organizations, professional associations, or consortia, resident in the Republic of Moldova, established and operating in accordance with the legislation of the Republic of Moldova.

Eligible applicants must be public or private legal entities established and registered in the Republic of Moldova in accordance with the national legal framework.

Within the proposal, the bidder will present:

• Financial bid(submitted strictly in accordance with the provided Price schedule template), including detailed budget expressed in Moldovan Lei, VAT 0.
• Technical offer that must compulsorily contain (in a separate sealed envelope, length of the offer will not exceed 5 pages, excluding CVs, certificates, and authorizations):
• Company/organization profile.
• Concept for delivering the service according to the ToR.
• Personnel concept according to the ToR, including CVs of the proposed experts.
• Copy of the company registration certificate in the Republic of Moldova, any available license, permits, professional qualification certificate available.
• Completed self-declaration(signed)

Offers may be prepared in English or Romanian.

Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Applications must be submitted electronically to MD_Quotation@giz.de not later than 05.10.2026, time 17:00. The subject of the email must always state the transaction number (10053850). The application must be submitted in one (1) email including two (2) zip folders: (a) TECHNICAL BID – 10053850, (b) FINANCIAL BID – 10053850.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
