The German Development Cooperation through GIZ is seeking a company specialized in quantitative and qualitative sociological research to enhance policy and reform analysis, for the State Chancellery of the Republic of Moldova. The services within the assignment will be provided in the period between October 2026 – January 2027.

The selected company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The contractor shall design, implement and report on a baseline public opinion survey on attitudes toward territorial-administrative reform and amalgamation.

The assignment shall include:

• development of the survey methodology and sampling approach;
• development of the questionnaire, in coordination with the commissioning organisation;
• implementation of one nationally representative survey;
• implementation of regional booster samples in selected regions or priority areas;
• data processing, cleaning and weighting;
• development of the Amalgamation Attitude Index;
• analysis of national and regional findings;
• preparation of a final analytical report and presentation;
• provision of the final dataset and related research materials.

The contractor should demonstrate:

• 7 (seven) years of organisational experience in public opinion research or social research;
• proven capacity to conduct nationally representative surveys;
• previous experience conducting surveys in Moldova;
• experience with regional or subgroup analysis;
• capacity to conduct surveys in Romanian and Russian;
• established fieldwork quality-control procedures;
• capacity to deliver clean datasets, codebooks and technical documentation;
• experience working with public institutions, international organisations, development partners or civil society organisations;
• examples of previous comparable research assignments.

Experience with governance reform, public administration, decentralisation, local development, civic participation, public services or communication research shall be considered an advantage.

The successful application shall include:

1. Technical Proposal, containing:

• Brief outline of team composition and up to 6 CVs of proposed experts according to described requirements, that will be involved in the project;
• Brief information on previous performance, describing recent contracts of similar scope and links to working examples;
• Concept note including a brief statement of proposed strategy and implementation plan for the fulfillment of the assignment as well as a strategy for establishing cooperation and then cooperating with relevant actors (up to 2 pages);
• Provide at least 3 references for similar work performed in the past three years including evaluation of impact;
• Copy of the company registration certificate in the Republic of Moldova;
• No-debt certificate issued by the Moldovan Tax Inspection or copy of the latest financial report.
• Completed self-declaration (signed)

2. Financial Proposal, (submitted strictly in accordance with the provided Price schedule template), including detailed budget expressed in Moldovan Lei, VAT 0.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to readvertise or cancel this tender.
