The German Development Cooperation through GIZ is seeking a local service provider specialized in delivering consultancy services for the development and application of thematic practical guides supporting the post-amalgamation institutional integration of local public authorities.

The selected service provider will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The company/consortium and the proposed team should meet the following criteria and qualifications:

The company/consortium will provide proof of track record for the eligibility criteria according to the ToR and Eligibility Assessment grid on:

• Average annual turnover for the last three financial years,
• Average number of employees and managers for the past three calendar years,
• At least one project implemented in the last three years in the areas of Public administration reform, institutional and capacity development,
• At least two projects implemented in the last three years in the Republic of Moldova,
• Technical experience in the following areas: Public Administration Reform, Institutional development, Development of methodologies, guidelines, standard operation procedures, Law, budget and finance, management of public assets, organisation of capacity development activities, workshops,
• Experience in the Republic of Moldova,
• Experience in development projects.

Team leader:

• Education/training (2.1.1): University degree (Master's degree or equivalent) in Public Administration, Public Policy, Governance, Law, Political Science, Public Management or another discipline relevant to the assignment.
• Language (2.1.2): C2-level language proficiency in Romanian and C1-level language proficiency in English.
• General professional experience (2.1.3): 10 years of professional experience in public administration and/or providing advisory services to public sector institutions in areas relevant to public administration reform, local governance, institutional development, strategic planning, public policy or other fields relevant to the assignment.
• Specific professional experience (2.1.4): 8 years of professional experience in public administration reform, local public administration, institutional development, public policy or strategic planning. Proven experience in coordinating multidisciplinary expert teams and in the development of methodologies, operational guidance, manuals or other methodological documents for public sector institutions.
• Leadership/management experience (2.1.5): 5 years of professional experience as Team Leader, Project Manager or in another coordination role responsible for managing multidisciplinary expert teams and delivering complex advisory assignments.
• Development cooperation (DC) experience (2.1.7): 4 years of professional experience in the implementation of development cooperation projects financed by international development partners or international organisations.

Key Expert 1: Legal and Regulatory Expert

• Education/training (2.2.1): University degree (Master's degree or equivalent) in Law.
• Language (2.3.2): C2-level language proficiency in Romanian and B2-level proficiency in English.
• General professional experience (2.3.3): 10 years of professional experience in legal advisory services, legislative drafting, legal analysis or legal support to public sector institutions.
• Specific professional experience (2.3.4): 8 years of professional experience in legal and regulatory matters related to public administration, local public administration, institutional development or public administration reform. Proven experience in analysing legal and regulatory frameworks and providing legal advice in the development of methodologies, operational guidance, manuals or other methodological documents for public sector institutions.
• Development cooperation (DC) experience (2.2.7): 3 years of professional experience in development cooperation projects financed by international development partners or international organisations.

Expert Pool 1: Work Package 1

• Education/training (2.6.1): University degree (Master's degree or equivalent) in Public Administration, Public Policy, Public Finance, Economics, Law, Local Government, Project Management or another discipline relevant to the expert's respective area of expertise.
• Language (2.6.2): C2-level language proficiency in Romanian and B2-level language proficiency in English.
• General professional experience (2.6.3): 10 years of professional experience in public administration, local government, public sector advisory services or other fields relevant to the expert's respective area of expertise.
• Specific professional experience (2.6.4): 7 years of professional experience in one or more areas relevant to the assignment, including local public administration, public finance and budgeting, public assets and property management, local public service delivery, local development and project management, institutional development. Proven experience in developing analytical, methodological or technical documents for public authorities.

Expert Pool 2: Work Packages 2 and 3

• Education/training (2.7.1): University degree (Master's degree or equivalent) in Public Administration, Public Policy, Public Finance, Economics, Law, Local Government, Project Management or another discipline relevant to the expert's respective area of expertise.
• Language (2.7.2): C2-level language proficiency in Romanian and B2-level language proficiency in English.
• General professional experience (2.7.3): 10 years of professional experience in public administration, local government, public sector advisory services or other fields relevant to the expert's respective area of expertise.
• Specific professional experience (2.7.4): 7 years of professional experience in one or more areas relevant to the assignment, including local public administration, public finance and budgeting, public assets and property management, local public service delivery, local development and project management, institutional development. Proven experience in developing analytical, methodological or technical documents for public authorities.

 The successful application shall include:

1. Technical Proposal, containing (in a separate envelope):

• Short description of the Company/Consortium profile including the information requested under the criteria and qualifications for the company (up to 5 pages);
• Brief outline of team composition and CVs of proposed experts according to described requirements, that will be involved in the project;
• Technical-methodological concept (Chapter 3 of the ToR) respecting the format provided in the Chapter 7 of the ToR (up to 20 pages);
• Copy of the company registration certificate in the Republic of Moldova. For the Consortiums, the company registration certificate in the Republic of Moldova will be presented for the Lead partner;
• No-debt certificate issued by the Moldovan Tax Inspection or copy of the latest financial report.
• Completed self-declaration (signed)

1. Financial Proposal, (submitted strictly in accordance with the provided Price schedule template), including detailed budget expressed in Moldovan Lei, VAT 0.

Applications must be submitted electronically to MD_Quotation@giz.de not later than 05.10.2026, time 17:00. The subject of the email must always state the transaction number (10050309). The application must be submitted in one (1) email including two (2) zip folders: (a) TECHNICAL BID – 10050309, (b) FINANCIAL BID – 10050309.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to readvertise or cancel this tender.
