Tender no. 7000024276 for Development of extension of the MREEF IT application platform

The German Development Cooperation through GIZ is seeking to contract a local institution to develop the new software features for the MREEF IT application platform for the National Centre for Sustainable Energy (NCSE/CNED). The services within the assignment will be provided in the period between October 2026 – March 2027.

The selected institution will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

For the Terms of Reference (ToR) and eventual questions, please address a message to the e-mail: tenders-giz-moldova@giz.de indicating the tender number in the message title, not later than 30.09.2026, 15:00 Chisinau local time.

The bidding company is expected to meet the following requirements (please see the eligibility check):

  • Legal entity registered in the Republic of Moldova;
  • At least three years of proven experience at national and/or regional level in software development

The service provider shall propose a team of experts, administrative and backstopping capacities, as follows:

  • A Team leader with background in business analysis
  • A pool of one or more Mid Software developers, with experience in integrating MServices
  • A pool of supporting experts who will be responsible for UI/UX design consistency, software testing, stakeholder communication and training, documentation maintenance

The successful application shall include:

  1. Technical Proposal, containing (in a separate document):
  • Company overview (profile), brief description of available technical backstopping facilities required to fulfil the tasks, overview (max.2 pages) of at least 3 previous proven experiences in software development.
  • Copy of the company registration certificate in the Republic of Moldova, any available license, permit, professional qualification certificate available relevant to the assignment.
  • Reference projects, with minimum 25 000 EUR budget
  • Proof of average number of at least 5 employees for the past 3 years.
  • Proof of the average annual turnover of 50 000 EUR
  • Outline of team composition and CVs of proposed experts according to described requirements;
  • Outline of the envisaged concept on how the objectives defined in Chapter 2 are to be achieved;
  • No-debt certificate issued by the Moldovan Tax Inspection or copy of the latest financial report.
  • Completed self-declaration (signed)
  1. Financial Proposal, (submitted strictly in accordance with the provided Price schedule template), including detailed budget expressed in Moldovan Lei, VAT 0.

Applications must be submitted electronically to MD_Quotation@giz.de not later than 02.10.2026, time 17:00. The subject of the email must always state the transaction number (7000024276). The application must be submitted in one (1) email including two (2) zip folders: (a) TECHNICAL BID – 7000024276, (b) FINANCIAL BID – 7000024276.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to readvertise or cancel this tender.
