Tender no. 7000023760 Design, Production and Implementation of a Public Communications Campaign on the Customs Decisions System of the Customs Service of the Republic of Moldova
The German Development Cooperation through GIZ is looking for a service provider to design, produce and implement a public communications campaign on the Customs Decisions System of the Customs Service of the Republic of Moldova.
The services are tendered for the needs of the project “Strengthening sustainable and digital trade routes and logistics concepts between Eastern Partnership countries and with the EU” (EasTnT), commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ.

Eligible applicants must be public or private legal entities established and registered in the Republic of Moldova in accordance with the national legal framework.
Within the proposal, the bidder will present:
- Financial bid (submitted strictly in accordance with the provided Price schedule template), including detailed budget expressed in Moldovan Lei, VAT 0.
- Technical offer must compulsorily contain (in a separate sealed envelope, length of the offer will not exceed 5 pages, excluding CVs, certificates, and authorizations):
- Company/organization profile.
- Concept for delivering the service according to the ToR.
- Personnel concept according to the ToR, including CVs of the proposed experts.
- Copy of the company registration certificate in the Republic of Moldova, any available license, permits, professional qualification certificate available.
- Completed self-declaration (signed)
Proposals may be presented in Romanian or English language.
All personal data are for the internal use of GIZ, confidentiality is guaranteed.
Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.
Applications must be submitted electronically to MD_Quotation@giz.de not later than 24.09.2026, time 17:00. The subject of the email must always state the transaction number (7000023760). The application must be submitted in one (1) email including two (2) zip folders: (a) TECHNICAL BID – 7000023760, (b) FINANCIAL BID – 7000023760.
Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than MDL (Moldovan Lei) will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
