The German Development Cooperation through GIZ is looking for a qualified service provider to support the development of the Enterprise Architecture (EA) and the technical specifications package for the modernization of the Real Estate Cadastre Information System (RECIS) of the Republic of Moldova, within the framework of the project “Attractive and Efficient Public Administration”.

The services under this assignment shall be provided during the period September 2026 – January 2027.

The selected contractor shall perform the assignment in accordance with the provisions of the Terms of Reference (ToR).

The assignment covers the review and validation of the existing IT baseline, the development of the target Enterprise Architecture across the business, application, data, integration, technology and security layers, the preparation of a transition roadmap, and the development of a procurement-ready technical specifications package to support the future tendering of the modernised cadastral information system.

The tenderer shall demonstrate the capacity to provide the requested services in line with the ToR, in particular in the following areas:

• review, validation and structuring of the existing IT systems baseline for Enterprise Architecture purposes;
• development of the target Enterprise Architecture for the cadastral information system, including business, application, data, integration, technology/platform, and security architecture;
• preparation of architecture principles, assumptions, diagrams, and a transition roadmap from the current to the target environment;
• development of procurement-ready technical specifications, including functional, non-functional, data, migration, integration, interoperability, implementation, and transition requirements;
• technical support to tender preparation, including consistency review of technical procurement documentation.

The tenderer is required to submit the following:

1. Technical Proposal, containing:

• a brief technical-methodological concept describing the tenderer’s strategy for implementing the assignment, the proposed enterprise architecture methodology, the relevant actors and coordination approach, the work steps and operational schedule, and the approach to project management and quality assurance;
• a brief personnel concept, including the proposed Team Leader, key experts, and other qualified experts necessary for implementation;
• CVs of the proposed key personnel relevant for the assignment;
• company profile and evidence of relevant experience in comparable assignments related to enterprise architecture, digital government systems, technical specifications for information systems, or comparable public-sector digital transformation projects.
• The self-declaration of eligibility.

2. Financial bid (submitted strictly in accordance with the provided Price schedule template)

Please note: the technical bid must always be separated from the financial bid.

Bids evaluation will be performed based on the ratio 70% for the technical bid and 30% for the financial bid.
