Tender no. 7000020504 for the provision of Services for communication support for reform process

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ)

The German Development Cooperation through GIZ is seeking a company specialized in strategic communication, digital media management, PR to enhance policy and reform communication, for the State Chancellery of the Republic of Moldova, within the framework of the project Info Trust Alliance Moldova. The services within the assignment will be provided in the period between September 2026 – January 2027.

The selected company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

For the Terms of Reference (ToR) and eventual questions, please address a message to the e-mail: tenders-giz-moldova@giz.de, indicating the tender number in the message title, not later than August 24, 2026, 15:00 Chișinău local time.


The successful application shall include:

1.       Technical Proposal containing:

  • Brief outline of team composition and up to 6 CVs of proposed experts according to described requirements, that will be involved in the project;
  • Brief information on previous performance, describing recent contracts of similar scope and links to working examples;
  • Concept note including a brief statement of proposed strategy and implementation plan for the fulfillment of the assignment as well as a strategy for establishing cooperation and then cooperating with relevant actors (up to 2 pages);
  • Provide at least 3 references for similar work performed in the past three years including evaluation of impact;
  • Copy of the company registration certificate in the Republic of Moldova;
  • No-debt certificate issued by the Moldovan Tax Inspection or copy of the latest financial report.
  • Completed self-declaration for eligibility (signed)

2. Financial bid (submitted strictly in accordance with the provided Price schedule template), including detailed budget expressed in Moldovan Lei, VAT 0.

Please note: the technical bid must always be separated from the financial bid.

Bids evaluation will be performed based on the ratio 70% for the technical bid and 30% for the financial bid.

Applications must be submitted electronically to MD_Quotation@giz.de not later than 26.08.2026, time 17:00. The subject of the email must always state the transaction number (7000020504). The application must be submitted in one (1) email including two (2) zip folders: (a) TECHNICAL BID – 7000020504, (b) FINANCIAL BID – 7000020504.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender
