
The German Development Cooperation through GIZ is looking for a service provider to conduct a preliminary assessment of opportunities for the deployment of heavy-duty electric vehicle charging infrastructure along the TEN-T network in the Republic of Moldova.

The assignment will include the identification and preliminary assessment of potential locations for high-power charging stations, taking into account TEN-T corridor coverage, heavy-duty transport flows, electricity grid connection conditions, land and legal status, indicative charging capacity needs, and preliminary cost implications.
To achieve the objective, the bidder shall perform the following tasks:
Eligible applicants must be legally registered public or private entities, consultancy firms, engineering companies, associations, or consortia, established and registered in Republic of Moldova in accordance with the national legal framework, Applicants must demonstrate proven experience in transport infrastructure planning, electric mobility, energy infrastructure, grid connection assessment, land/legal assessment, infrastructure feasibility or pre-feasibility studies, and cooperation with public authorities, electricity transmission and distribution operators, road infrastructure authorities and other relevant infrastructure stakeholders.
The service provider shall ensure the availability of a qualified multidisciplinary team, including expertise in EV planning, medium-voltage electricity grid connection, and legal/land compliance. Experience with TEN-T-related assignments, alternative fuels infrastructure, high-power EV charging infrastructure, and projects implemented in the Republic of Moldova or the European Union region will be considered an advantage.

The tender, comprising the technical offer and financial offer, must be clearly marked as such and submitted in a package containing two envelopes. The technical offer must always be separated from the financial offer and placed in a separate envelope.
The tender must be delivered in a sealed envelope (physical form), showing the tender number (7000020817) and subject on it, to the address of GIZ Office Chisinau (73/1, Stefan cel Mare si Sfant Boulevard, NBC building; 9th floor, Chisinau) no later than 02.09.2026, time 15:00.
Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
