The German Development Cooperation through GIZ is looking for a company or a consortium of companies able to provide training for the VET institutions teachers, within its “Strong Businesses and Communities for Moldova” project.

The selected company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The objective of the current assignment is to organise and provide training in special education, aiming to equip VET teachers with skills that will allow them to support learners with special educational needs and disabilities.

The program will include methods for curricular and pedagogical adaptation, the use of assistive technologies, the development and implementation of Individualized Education Plans, as well as strategies for managing behavioural and cognitive diversity.

To achieve the objective, the expert shall perform the following tasks:

• Make an analysis of the training needs, also based on the recent studies of the VET educational environment, and develop a training program, maximum 300 hours/10 credits, from which 100 hours to be set as direct contact with hybrid format allowed (1:2). Approve the content with the MoER and follow the quality assurance mechanisms.
• Organise the logistics for the entire training, including the following:
• Obtain the approvals from the Ministry of Education and Research for the number of participants and their formal delegation. It is estimated that up to 120 participants from 35 VET institutions will attend the program.
• Split the participants in groups of up to 20 persons per group according to their profile and spoken language (Romanian and Russian).
• Provide accommodation with breakfast, and lunch, for the participants during the classroom training.
• Adapt the learning calendar according to the needs and working schedule VET institutions.
• Carry out the evaluation of the learning outcomes and present the results to the Ministry of Education and Research. Issue and award the certificates to the beneficiaries.
• Provide final recommendations, based on the results and lessons learned under the assignment.

The tender is open to private companies, public institutions, non-government organizations, professional associations, or consortia, resident in the Republic of Moldova, established and operating in accordance with the legislation of the Republic of Moldova. For a consortium, a cooperation agreement should be included in the technical offer.

Offers must be prepared in English or Romanian.

The application must be prepared in English or Romanian, consisting of:

• Technical bid, containing:

• a brief technical-methodological concept describing the tenderer’s strategy for implementing the assignment, the relevant actors and coordination approach, the work steps and operational schedule, and the approach to project management and quality assurance;
• CVs of the proposed key personnel relevant for the assignment.
• Completed self-declaration (signed)
• Financial bid (submitted strictly in accordance with the provided Price schedule template), including detailed budget expressed in Moldovan Lei, VAT 0.

Please note: the technical bid must always be separated from the financial bid.

Bids evaluation will be performed based on the ratio 70% for the technical bid and 30% for the financial bid.

The application must be submitted in one (1) email including two (2) zip folders: (a) TECHNICAL BID – 7000020800, (b) FINANCIAL BID – 7000020800.
