Assignment Title: Consulting Company to support selected higher education institutions in conducting comprehensive institutional financial diagnostics, institutional asset audits, identifying revenue growth and diversification opportunities, improving financial management and governance, and developing five-year financial sustainability strategies.

The Ministry of Education and Research (MoER) has received financing from the World Bank Group toward the cost of the Moldova Higher Education Project, and intends to apply part of the proceeds to contract a consulting company to provide technical assistance to selected higher education institutions in the Republic of Moldova to strengthen their long-term financial sustainability, institutional financial management and strategic resource allocation capacity.

The assignment shall include a comprehensive institutional financial diagnostic, covering revenue structure, expenditure patterns, cost centers, asset utilization, internal financial management procedures, staff capacity, level of process digitalization and quality of financial governance. Based on this diagnostic, the Consulting Company shall develop institution-specific five-year financial sustainability strategies, including measures for revenue growth and diversification, improved use of assets, cost optimization and expenditure reduction, strengthening of internal financial management systems, governance improvements and implementation roadmaps with measurable targets.

The assignment is expected to support universities in strengthening evidence-based financial planning and decision-making, improving resource utilization, diversifying revenue-generation mechanisms, optimizing expenditures, improving internal financial management and governance, and enhancing long-term institutional sustainability.

The estimated duration of the assignment is up to 8 months from the date of contract signing.

The MoER now invites eligible Consulting Company (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

  • At least 5 years of demonstrated experience in providing consulting services in areas such as financial management, institutional development, business planning, strategic planning, asset management, public sector reform, higher education management, organizational financial sustainability, cost optimization or institutional diagnostics.
  • The average annual turnover of the consultant in the last three (3) years shall be at least 8.000.000,00 MDL.
  • Demonstrated experience in conducting institutional assessments, financial diagnostics, analytical studies, financial analyses, asset utilization studies, revenue diversification analyses, cost optimization analyses or strategic planning assignments for public institutions, universities, international organizations, development partners or similar entities, or international development projects.
  • Demonstrated organizational capacity to successfully implement multidisciplinary consulting assignments of comparable size and complexity, including appropriate quality assurance and project management arrangements.
  • Successful completion of at least two (2) similar consulting assignments during the last ten (10) years involving financial sustainability assessments, institutional diagnostics, business planning, asset management, financial management improvement, or public sector institutional reform. Previous experience in the higher education sector, including financial governance, public finance, institutional asset management, or digitalization of financial management processes, will be considered a strong advantage.
  • Experience in developing business plans, financial sustainability strategies, revenue diversification plans, or institutional financial models for public sector organizations.
  • Experience in assignments financed by international development partners (such as the World Bank, European Union, EBRD, EIB, UN agencies, or similar organizations) shall constitute an advantage.
  • The Consultant shall demonstrate the availability of a multidisciplinary team with complementary expertise covering all areas required under the assignment. Team members may include permanent employees of the firm as well as external specialists formally engaged for the assignment.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest and eligibility.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualification Based Selection method set out in the Procurement Regulations.
