The German Development Cooperation through GIZ is looking for a qualified service provider to organize and implement a street event on Urban Mobility Day within the framework of the “Strong Businesses and Communities for Moldova” (SBC) project.

The event related services under this assignment shall be provided during the period August 2026 – September 2026 in Soroca.

The objective of this assignment is to ensure community involvement in various activities during the European Mobility Day in September 2026, within the Integrated Urban Development process in Soroca. The event will be organised within the framework of the European Mobility Week (EMW), the European Commission's flagship awareness-raising campaign promoting sustainable urban mobility.

To achieve the objective, the contractor shall perform the following tasks:

• Prepare an Inception Report and detailed implementation plan,
• Develop the event concept and design of promotional materials,
• Ensure the preparation of the event and printing of promotional materials,
• Organise and manage a participatory street event in Soroca municipality,
• Prepare and submit the final report.

The tender is open to private companies, public institutions, non-governmental organizations, professional associations, or consortia resident in the Republic of Moldova and established in accordance with the legislation of the Republic of Moldova.

A successful bidder is expected to meet at least the following requirements:

• Prove to be a legal entity registered in the Republic of Moldova,
• Demonstrate experience in organizing public and community events,
• Demonstrate experience in community development / urban development, and participatory approaches,
• Provide qualified experts for the positions of Team Leader, Community Facilitator, and Event organiser,
• Demonstrate experience in cooperation with local public authorities, civil society organizations, or donor-funded projects in the Republic of Moldova,
• Ensure compliance with principles of accessibility, inclusion, gender equality, and sustainable event management.

The application must be prepared in English or Romanian, consisting of:

• Technical bid, containing:
• a brief technical-methodological concept describing the tenderer’s strategy for implementing the assignment, the relevant actors and coordination approach, the work steps and operational schedule, and the approach to project management and quality assurance;
• CVs of the proposed key personnel relevant for the assignment.
• Financial bid (submitted strictly in accordance with the provided Price schedule template), including detailed budget expressed in Moldovan Lei, VAT 0.

Please note: the technical bid must always be separated from the financial bid.

Bids evaluation will be performed based on the ratio 70% for the technical bid (Concept and CVs) and 30% for the financial bid.

Applications must be submitted electronically to MD_Quotation@giz.de not later than 14.08.2026, time 17:00. The subject of the email must always state the transaction number (7000018802). The application must be submitted in one (1) email including two (2) zip folders: (a) TECHNICAL BID – 7000018802, (b) FINANCIAL BID – 7000018802.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial bids containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
