Assignment Title: Consulting company for preparation and promotion communication materials on higher education and research activities.

The Ministry of Education and Research (MoER) has received financing from the World Bank Group toward the cost of the Moldova Higher Education Project, and intends to apply part of the proceeds to contract a consulting company for preparation and promotion communication materials on higher education and research activities. The objective of the consultancy is to make the general public aware of the importance of labor market orientation of higher education, the quality assurance mechanisms of higher education system, research and innovation capacity of the universities and to explain how it has taken place in recent years.

This consultancy is expected to commence in September 2026 and continue through December 2029.

The MoER now invites eligible Consulting Company (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

• Minimum 5 years of experience in public relations, communications, media production, and digital marketing services;
• Demonstrated experience in designing and implementing public awareness and communication campaigns;
• Experience in the development of branding and visibility materials;
• Experience in managing social media communication campaigns (Facebook, Instagram, YouTube, LinkedIn, etc.).
• The company should demonstrate successful completion of at least three similar contracts during the last five years;
• Experience in providing services related to the development of video, media reels or short-form videos infographic-based communication products and digital communication campaigns;
• Experience in image development and graphic design;
• Previous experience with projects financed by international organizations.
• Qualified staff with at least 3 years of experience in the development/production of video materials (producing videos recording, creative editing, writing advertising texts).

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest and eligibility.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualification Based Selection method set out in the Procurement Regulations.
