Request for Quotation (RFQ): Outreach to Women, Especially Youth and Persons with Disabilities, in Partnership with the National Employment Agency
The International Labour Office (ILO) is inviting you to submit a proposal for the implementation of the following assignment: "Outreach to Women, Especially Youth and Persons with Disabilities, in Partnership with the National Employment Agency."
The assignment is implemented under the Inclusive and Productive Employment in Moldova – Phase II project, funded by the Swiss State Secretariat for Economic Affairs (SECO). The selected implementation partner will support the National Employment Agency (NEA) in conducting outreach activities targeting women, particularly young women, and persons with disabilities in the districts of Bălți, Edineț and Ungheni, with the objective of increasing their access to employment services and active labour market measures.
Attached are the Terms of Reference (ToR) and the required forms to be completed and submitted as part of your offer. Offers shall be submitted by e-mail to gilcaa@ilo.org no later than 26 July 2026, 23:00 (Chisinau time).
To be eligible for consideration, your submission must include the required documents. Please click the link below to view the attachment:

- Annex III – Offer Submission Form, including Appendix A (Detailed Breakdown); and
- Any additional supporting documentation requested.
All documents must be duly completed and signed by the legal representative of the bidder. Please use the following subject line for your submission: Submission of Proposal – Outreach to Women, Especially Youth and Persons with Disabilities, in Partnership with the National Employment Agency.
Bidders requiring clarification regarding the technical, commercial or legal aspects of the RFQ documents may submit their queries by e-mail to sikorski@ilo.org no later than 26 July 2026, 23:00 (Chisinau time). The expected duration of the contract is from 30 July 2026 to 15 January 2027.
Offers received after the submission deadline or that do not comply with the requirements set out in the Request for Quotations documents will not be considered. The ILO reserves the right to reject any non-compliant proposal.
