Development of a Narrative Publication and Communication Package on UNICEF Moldova’s Humanitarian Response and Systems Strengthening

Mandatory Requirements

  • Separate Submissions: Technical and Price proposals must be sent in separate emails.
  • Signed Bid Form: The Request for Proposal for Services Form (pages 3–5) must be completed, signed, and returned with the Technical Proposal.
  • No External Links: All files must be attached directly to the email; submissions via cloud links will be invalidated.
  • Validity: Proposals must remain valid for at least 120 days from the submission deadline.
  • Partnerships: Any Joint Venture, Consortium, or Subcontracting arrangements must be clearly addressed in the Technical Proposal.

Technical Inquiries Submit all questions to rbradescu@unicef.org by COB two working days before deadline. (Note: Proposals sent to this inquiry address will be disqualified). 

Revision Note – 16 July 2026
1. Q and A document has been uploaded.
2. The Terms of Reference have been revised to:
clarify that interviews are not mandatory and may be conducted remotely where appropriate;
clarify that field visits are subject to the bidder’s proposed methodology and UNICEF’s agreement;
clarify the available options regarding new and existing photography;
revise the methodology and related deliverables accordingly;
provide an indicative volume of background documentation to be reviewed; and
align the proposal and financial requirements with the revised approach.

Bidders are requested to prepare their technical and financial proposals in accordance with this revised version of the Terms of Reference.
