The German Development Cooperation through GIZ is looking for a contractor to develop an Emergency Plan for ensuring the supply of electricity to critical WSS infrastructure, design and deliver a one-day training course for representatives of targeted LPAs and WSS service providers within the project zone in northern Moldova, involving the Commissions for Exceptional Situations, power distribution company and relevant support institutions, including simulation exercises and practical testing of the proposed emergency response procedures.

The objective of this assignment is to strengthen the preparedness and response capacities of targeted Local Public Authorities (LPAs) and WSS operators in crisis situations, to ensure the resilience and continuity of essential water supply and sanitation services, to react quickly and in a coordinated manner in the event of a total or partial interruption of electricity supply. The project area consists of the following LPAs: villages of Lencauti, Valcinet, Mereșeuca, Unguri and town of Ocnița and Otaci within Ocnița district; villages of Arionești and Pocrovca within Dondușeni district; and villages of Tătărăuca Veche, Zastînca, Trifăuți, Vasilcău and municipality of Soroca within Soroca district.

To achieve the objective, the bidder shall perform the following tasks:

• Development of the methodology and preparation of the inception report, including the proposed approach, workplan and timeline for implementation of the assignment, agenda, target groups, and implementation arrangements for the one-day training course;
• Development of an Emergency Plan for targeted LPAs and WSS service providers, including identification and prioritization of critical consumers and infrastructure assets that must remain operational or be supplied in emergency mode during power outages or energy-related disruptions, mapping and classification of WSS infrastructure assets according to their operational importance, energy reliability requirements, level of vulnerability and continuity-of-service needs, assessment of the minimum electricity demand required to maintain essential water supply and wastewater services under emergency operating conditions, measures for alternative power supply through network reconfiguration;
• Organization and facilitation of meetings with the relevant stakeholders to present, discuss, collect opinions/feedback for improvements and validation of Emergency Plan;
• Delivery of a one-day training course for targeted LPAs and WSS service providers within the project zone, involving the Commissions for Exceptional Situations, power distribution company and relevant support institutions, including simulation exercises and practical testing of the proposed emergency response procedures;
• Finalization and presentation of results.

The tender is open to private companies, public institutions, non-governmental organisations, professional associations, or consortia, resident in the Republic of Moldova, established and operating in accordance with the legislation of the Republic of Moldova.

A successful bidder is expected to meet at least the following requirements:

• Prove to be a legal entity registered in the Republic of Moldova,
• Provide excellent in-house expertise in WSS and power sectors, in emergency planning and crisis management, as well as solid backstopping support,
• Provide one coordinator to manage all assignment related tasks and activities and be the project’s contact person,
• Provide track record of working with the development organizations in MD,
• Comply with the principles of Quality Management regarding the organization and implementation of consulting services.

The tender must be prepared in English or Romanian and submitted as a hard copy, consisting of:

• Envelope 1: Technical offer, that should describe in detail how the Offeror intends to carry out the Term of Reference (ToR) for the development of requested deliverables
• Envelope 2: Financial offer (price schedule), including detailed budget expressed in Moldovan Lei, VAT 0.

The tender, comprising the technical offer and financial offer, must be clearly marked as such and submitted in a package containing two envelopes. The technical offer must always be separated from the financial offer and placed in a separate envelope.

The tender must be delivered in a sealed envelope (physical form), showing the tender number (7000017161) and subject on it, to the address of GIZ Office Chisinau (73/1, Stefan cel Mare si Sfant Boulevard, NBC building; 1^st floor, off. 101, Chisinau) no later than 31.07.2026, time 15:00.

Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
