
The German Development Cooperation through GIZ is looking for a contractor to develop an Emergency Plan for ensuring the supply of electricity to critical WSS infrastructure, design and deliver a one-day training course for representatives of targeted LPAs and WSS service providers within the project zone in northern Moldova, involving the Commissions for Exceptional Situations, power distribution company and relevant support institutions, including simulation exercises and practical testing of the proposed emergency response procedures.

The objective of this assignment is to strengthen the preparedness and response capacities of targeted Local Public Authorities (LPAs) and WSS operators in crisis situations, to ensure the resilience and continuity of essential water supply and sanitation services, to react quickly and in a coordinated manner in the event of a total or partial interruption of electricity supply. The project area consists of the following LPAs: villages of Lencauti, Valcinet, Mereșeuca, Unguri and town of Ocnița and Otaci within Ocnița district; villages of Arionești and Pocrovca within Dondușeni district; and villages of Tătărăuca Veche, Zastînca, Trifăuți, Vasilcău and municipality of Soroca within Soroca district.
To achieve the objective, the bidder shall perform the following tasks:

The tender, comprising the technical offer and financial offer, must be clearly marked as such and submitted in a package containing two envelopes. The technical offer must always be separated from the financial offer and placed in a separate envelope.
The tender must be delivered in a sealed envelope (physical form), showing the tender number (7000017161) and subject on it, to the address of GIZ Office Chisinau (73/1, Stefan cel Mare si Sfant Boulevard, NBC building; 1st floor, off. 101, Chisinau) no later than 31.07.2026, time 15:00.
Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.
