
The German Development Cooperation through GIZ is seeking a company specialized in strategic communication, media management, PR to enhance policy and reform communication, for the Ministry of Finance of the Republic of Moldova, within the framework of the project Info Trust Alliance Moldova. The services within the assignment will be provided in the period between July 2026 – December 2026.
The selected company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The company’s team leader should meet the following criteria and qualifications:
Tasks of the team leader:
- Overall responsibility for reaching the milestones and deliverables (quality and deadlines)
- Project strategy and management
- Liaison with project partners and beneficiaries.
Qualifications:
- University degree in communication, journalism, public relations, political science, public administration, social sciences, or a related field.
- 10 years of relevant professional experience in strategic communication, public communication, public relations, mass-media or campaign planning.
- 5 years of proven experience in working with public institutions, development partners, civil society organizations, or public-interest campaigns.
- Demonstrated experience in communication of public policies, reforms, institutional change or complex public-interest topics.
- Proven ability to translate technical or policy information into clear public-facing messages.
- Experience in media relations, institutional communication or public consultation communication.
- Strong writing and editing skills.
- Excellent command of Romanian. Knowledge of English and/or Russian would be considered an asset.
The service provider shall demonstrate human and technical resources for successfully delivering the assignment (expert pool of 3-6 persons):
Tasks of the expert pool:
- Drafting written materials.
- Preparing social media copy.
- Adapting technical information into clear public-facing language.
- Supporting the development of key messages and talking points.
- Developing video concepts.
- Preparing scripts and storyboards.
- Coordinating filming, animation, editing, subtitles, and final delivery.
- Ensuring that video products are suitable for online and social media dissemination.
- Preparing simple visual assets for social media or written materials.
- Ensuring visual consistency with the institution’s branding.
- Supporting the graphic treatment of videos and communication materials.
Qualifications:
Education/training:
- 1 expert with university qualification (German ‘Diplom’/Master) in communications, public relations, marketing, journalism, or a related field
- 1 expert with university qualification (German ‘Diplom’/Master) in graphic design, visual communication, media production, arts, or another relevant field
- equivalent additional professional certification and extensive practical experience may be accepted for selected technical profiles where justified
- Language:
- 2 experts with C1 proficiency in Romanian; 1 expert with B2 proficiency in English; 1 expert with B2 proficiency in Russian.
General professional experience:
- 2 experts with 5 years of professional experience in the communication, journalism, PR, media production, or public outreach sector;
- Specific professional experience:
- 2 experts with a minimum of 5 years of professional experience in communication campaigns, graphic design, video production, outreach actions, or similar assignments
- Other:
- proven practical experience in at least one of the following areas: public institutions communications, communication content production, graphic design, production coordination, stakeholder engagement, or social media content adaptation
The successful application shall include:
1. Technical Proposal, containing (in a separate envelope):
- Brief outline of team composition and up to 6 CVs of proposed experts according to described requirements, that will be involved in the project;
- Brief information on previous performance, describing recent contracts of similar scope and links to working examples;
- Concept note including a brief statement of proposed strategy and implementation plan for the fulfillment of the assignment as well as a strategy for establishing cooperation and then cooperating with relevant actors (up to 2 pages);
- Provide at least 3 references for similar work performed in the past three years including evaluation of impact;
- Self-declaration doc. Copy of the company registration certificate in the Republic of Moldova;
2. Financial Proposal, containing (in a separate envelope):
- Financial offer shall include a breakdown of gross amounts for the deliverables required under point 3 of the ToR, as well as the total gross budget expressed in MDL, VAT 0%.
All personal data are for the internal use of GIZ; confidentiality is guaranteed.
Successful offerors will be asked for additional documentation, as it might be required for the contracting.
The bid’s evaluation will be performed based on the ratio 70% for the technical aspect (CV) and 30% for the financial offer. Shortlisted applicants might be asked for an interview and additional information.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
