
The German Development Cooperation through GIZ is seeking a local service provider specialized in delivering consultancy services for promoting Republic of Moldova's Rule of Law reform agenda across Europe and transposing recommendations into action. The services within the assignment will be provided in the period between August 2026 – January 2027.
The selected service provider will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The company/consortium and the proposed team should meet the following criteria and qualifications:
The company/consortium will provide proof of track record for the eligibility criteria according to the ToR and Eligibility Assessment grid on:
- Average annual turnover for the last three financial years,
- Average number of employees and managers for the past three calendar years,
- At least one project implemented in the last three years in the areas of EU Integration, Justice or Rule of Law areas,
- At least two projects implemented in the last three years in the Republic of Moldova,
- Technical experience in the following areas: EU Integration, Diplomacy, Public Administration Reform, Rule of Law, Organisation of conferences/workshops,
- Experience in the Republic of Moldova,
- Experience in development projects.
Key Expert 1/Team leader:
- Education/training (2.1.1): University degree (e.g. ‘master’s or German Diplom’) in Law, Political Sciences, Governance, Public Relations, Project Management or similar
- Language (2.1.2): C2-level language proficiency in Romanian and English languages
- General professional experience (2.1.3): 10 years of professional experience in public administration and/or supporting the public sector in areas relevant to the assignment, including proven experience in establishing and maintaining cooperation with EU institutions, think tanks, research institutions and other stakeholders relevant to EU accession and enlargement processes.
- Specific professional experience (2.1.4): At least 8 years of professional experience in EU integration and accession processes, governance and rule of law reforms, public policy development or institutional development. Proven experience in facilitating and moderating high-level policy dialogues, conferences, workshops or multi-stakeholder consultation processes. Proven experience in stakeholder engagement, international cooperation and the organisation of policy exchange activities involving public institutions and international partners. Experience related to EU enlargement, accession negotiations or cooperation with EU institutions will be considered an asset.
- Leadership/management experience (2.1.5): 5 years of management/leadership experience as project team leader or manager in a company.
- Development cooperation (DC) experience (2.1.7): 4 years of experience in DC projects.
Key Expert 2:
- Education/training (2.2.1): University degree (e.g. ‘master’s or German Diplom’) in project management, business administration, public administration, communication, international relations or another relevant field.
- Language (2.2.2): C1 -level language proficiency in English and Romanian.
- General professional experience (2.2.3): 6 years of professional experience in the areas relevant to the assignment.
- Specific professional experience (2.2.4): 5 years of professional experience in the coordination and organisation of conferences, workshops, study visits, international events, official missions or similar activities. Proven experience in coordinating logistical and operational arrangements involving multiple stakeholders, service providers and participants. Experience in supporting activities implemented in an international environment and involving public institutions, international organisations or development partners will be considered an asset.
- Development Cooperation (DC) experience (2.2.7): 2 years of experience in DC.
The successful application shall include:
1. Technical Proposal, containing (in a separate envelope):
- Short description of the Company/Consortium profile including the information requested under the criteria and qualifications for the company (up to 3 pages);
- Brief outline of team composition and 2 CVs of proposed experts according to described requirements, that will be involved in the project;
- Technical-methodological concept (Chapter 3 of the ToR) respecting the format provided in the Chapter 7 of the ToR (up to 20 pages);
- self-declaration document. Copy of the company registration certificate in the Republic of Moldova. For the Consortiums, the company registration certificate in the Republic of Moldova will be presented for the Lead partner;
2. Financial Proposal, containing (in a separate envelope):
- Financial offer should be expressed by fulfilling the price schedule form expressed in MDL, VAT 0%.

Successful offerors will be asked for additional documentation, as might be required for the contracting.
The bid’s evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer/price schedule.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
