The German Development Cooperation through GIZ intends to subcontract a company for the delivery of integrated advisory services in the legal, psychological, social, and educational fields, as well as community-based support interventions which are essential for strengthening resilience, improving access to services and rights, and promoting social inclusion and peaceful coexistence within its “Supporting Moldovan communities in hosting Ukrainian refugees” project.

The assignment aims to strengthen the resilience of Ukrainian refugees and vulnerable host community members through holistic support services, and community engagement initiatives implemented across the Republic of Moldova. By promoting inclusion, dialogue, empowerment, and community participation, the project seeks to foster stronger social cohesion, mutual understanding, and peaceful coexistence between refugees and host communities

Objective 1

Provide individualized consultations and integrated support services in the legal, psychological, social, and educational fields aimed at improving beneficiaries’ well-being, self-reliance, resilience, and effective access to rights, services, and integration opportunities.

Objective 2

Promote social cohesion, inclusion, and peaceful coexistence through implementation of group-based resilience activities, cultural and recreational events, and community engagement initiatives aimed at empowering individuals, fostering mutual understanding, and strengthening trust and solidarity between refugee and host communities.

The tender is open to private companies, non-government organizations, professional associations, or consortia, resident in the Republic of Moldova, established and operating in accordance with the legislation of the Republic of Moldova.

Offers must be prepared in English.

Proposals must be submitted in two parts, consisting of:

• Part 1: Technical offer, according to the Terms of References
• Part 2: Financial offer in the form of completed price schedule expressed in Moldovan Lei, VAT 0%.

Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Applications shall be delivered in sealed envelopes (physical form), showing the tender number (7000013966) and subject on it, to the address of GIZ Office Chisinau (73/1 Stefan cel Mare si Sfant Boulevard, NBC building; 9^th floor, Chisinau) not later than 1.07.2026 time 15:00.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
