The German Development Cooperation through GIZ is looking for a company or a consortium of companies able to provide training, theoretical and practical, for the VET institutions teachers, within its “Strong Businesses and Communities for Moldova” project.

The objective of the current assignment is to organise and provide training in special education, aiming to equip VET teachers with skills that will allow them to support learners with hearing impairments.

These learning outcomes are intended to be implemented within the framework of work with VET students. From this point it is expected that the VET teachers will be trained and will acquire necessary knowledge and abilities in the following areas:

• Non-verbal communication: proficiency in the core constituent elements, including basics of numerical calculation through signs.
• Interpreting proficiency: ability to perform interpretation between spoken language and sign language.
• Psychological insight: understanding the specific psychology of individuals with hearing impairments to better adapt teaching methodologies.
• Technological integration: competence in utilizing assistive platforms and generating online digital tools tailored for the Deaf community.

To achieve the objective, the expert shall perform the following tasks:

• Make an analysis of the training needs, also based on the recent studies of the VET educational environment, and develop a training program, 450 hours/15 credits, from which 150 hours to be set as direct contact (1:2). Approve the content with the MoER and follow the quality assurance mechanisms.
• Organise the logistics for the entire training, including the following:
• Obtain the approvals from the Ministry of Education and Research for the number of participants and their formal delegation. It is estimated that up to 60 participants from 35 VET institutions will attend the program.
• Split the participants in groups of up to 20 persons per group according to their profile and spoken language (Romanian and Russian).
• Provide accommodation with breakfast, and lunch, for the participants during the classroom training.
• Adapt the learning calendar according to the needs and working schedule VET institutions.
• Carry out the evaluation of the learning outcomes and present the results to the Ministry of Education and Research. Issue and award the certificates to the beneficiaries.
• Provide final recommendations, based on the results and lessons learned.

The tender is open to private companies, public institutions, non-government organizations, professional associations, or consortia, resident in the Republic of Moldova, established and operating in accordance with the legislation of the Republic of Moldova. For a consortium, a cooperation agreement should be included in the technical offer.

Offers must be prepared in English or Romanian.

Proposals must be submitted in two parts, consisting of:

• Part 1: Technical offer, according to the Terms of References
• Part 2: Financial offer in the form of completed price schedule expressed in Moldovan Lei, VAT 0%.

Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
