Assignment Title: Training Services, Professional Development, and Study Visits for Teaching Staff, Thematic Area: Digital Transformation and Educational Technologies for Teaching, Learning, and Assessment
The Ministry of Education and Research (MoER) has received financing from the World Bank Group toward the cost of the Education Quality Improvement Project, and intends to apply part of the proceeds for individual consulting services.
To ensure the effective organization and implementation of professional development services in the field of Digital Transformation and Educational Technologies for Teaching, Learning, and Assessment for teaching and managerial staff in general education institutions benefiting from the EQIP Project, through the provision of an integrated package of training, consultancy, mentoring, coaching, and methodological support, aimed at developing competencies in the pedagogical use of digital technologies, educational platforms, and digital equipment used in schools, in designing and implementing digital lessons and technology-enhanced learning activities, in integrating digital educational resources and digital assessment tools into the teaching, learning, and assessment process, as well as in the effective use of digital infrastructure and technological investments made through school subprojects at the institutional level.

The MoER now invites eligible Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
To achieve the main objectives, the Consultant shall perform the following tasks:
Task 1. Planning and design of training activities
a) General planning and coordination
The Consultant shall develop an integrated framework for the implementation of training activities in the field of Digital Transformation and Educational Technologies for Teaching, Learning, and Assessment, in direct alignment with the objectives of beneficiary institutions within the EQIP Project and with the training activities outlined in Annex 1. Planning will focus on the effective use of digital equipment installed in schools and on developing teachers’ competencies for its pedagogical use in relevant educational activities.
The Consultant shall plan the implementation of the portfolio of activities specified in Annex 1, which includes approximately 233 training and methodological support activities, distributed across multiple types of interventions: workshops and masterclasses, consultancy activities with a training component, continuous professional development courses, specialized training on technologies and digital equipment, mentoring and coaching activities, modular programs delivered in multiple sessions, study visits, safety and health training activities, and training-of-trainers activities.
The Consultant shall align training activities with the Thematic areas defined in these Terms of Reference and with the following thematic directions, as applicable: general digital competencies and digital pedagogy; interactive panels, digital equipment and educational laboratories; artificial intelligence and digital assessment; STEAM, robotics, programming, 3D and emerging technologies; VR/AR, immersive learning, digital games and multimedia; mentoring, coaching, consultancy and institutional support for digital transformation; study visits, exchange of good practices and demonstration activities.
The Consultant shall confirm the target groups for each activity based on the information in Annex 1 and in coordination with the Contracting Authority and beneficiary institutions. This confirmation will include participant type, number of participants, subject profile, and the level of digital competencies required.
The Consultant shall demonstrate that the proposed distribution of trainers adequately covers the peak implementation periods, especially August to November 2026, as well as other activities planned for December 2026 and for 2027.
The Consultant shall develop detailed agendas for each training activity. These agendas will include operational objectives, measurable outcomes, applied learning activities, and concrete outputs usable at classroom or institutional level, such as digital lesson plans, models of interactive lessons, digital educational resources, and digital assessment tools.
The Consultant shall estimate the number of hours for each activity according to Annex 1 planning, with a clear distinction between theoretical sessions, practical applications, instructional design activities, and any mentoring or follow-up activities.
b) Curriculum design
The Consultant shall develop training materials tailored to the field of Digital Transformation and Educational Technologies for Teaching, Learning, and Assessment and to the profile of participants from beneficiary institutions.
For the use of digital equipment in teaching, the Consultant shall include activities on the use of interactive panels, interactive displays, and other digital equipment for content delivery, organizing interactive activities, and facilitating student collaboration.
For educational platforms and digital applications, the Consultant shall include activities on the use of digital learning environments, virtual classroom management, educational applications, and the organization of digital assessment.
For the use of artificial intelligence in education, the Consultant shall include activities on the use of AI tools for lesson design, generation of educational resources, development of formative feedback, and personalization of learning.
For advanced digital technologies, the Consultant shall include activities on the use of virtual laboratories, digital simulations, virtual and augmented reality, and other innovative digital tools used in modern educational environments.
For integrating technology into innovative pedagogical practices, the Consultant shall include activities on digital lesson design, gamification of learning, development of digital educational resources, and the use of technology to develop students’ collaboration, communication, and critical thinking skills.
The Consultant shall define the final outputs of activities, such as digital lesson scenarios, models of interactive lessons, digital educational resources, digital assessment tools, and institutional plans for the use of educational technologies.
The Consultant shall develop tools for assessing participants’ progress, aligned with the objectives of each Thematic area and with the outputs produced during training.
c) Logistic planning
The Consultant shall determine the delivery format of activities, face-to-face, online, or blended, depending on the nature of the activities outlined in Annex 1 and the needs of beneficiary institutions.
The Consultant shall plan the resources required for each activity, including digital equipment for demonstrations, educational platforms, digital resources, and technical support for online or blended activities.
The Consultant shall organize working materials and documentation necessary for the effective delivery of training activities, including training materials, methodological guides, worksheets, and assessment tools.
Task 2. Organization and delivery of training activities
The Consultant shall ensure the implementation of training activities in accordance with the approved plan and in line with the activities outlined in Annex 1.
The Consultant shall organize training sessions for teaching and managerial staff involved in the use of educational technologies and in leveraging digital infrastructure within beneficiary institutions.
The Consultant shall deliver applied activities on the use of interactive panels and other digital equipment, the use of educational platforms and digital applications, the integration of artificial intelligence in instructional design, the use of virtual laboratories and digital simulations, and the application of digital technologies in teaching and assessment.
The Consultant shall ensure trainers with demonstrated expertise in educational technologies, digital pedagogy, and instructional innovation.
The Consultant shall apply interactive training methods, including case analysis, teamwork, instructional design exercises, microteaching, simulations, and the development of digital educational resources.
The Consultant shall ensure participant tracking and provide methodological support throughout the implementation of activities.
Task 3. Monitoring, reporting, and sustainability
a) Monitoring of results
The Consultant shall apply initial and final evaluation tools for each training activity. Monitoring will assess participants’ ability to use digital technologies in teaching, to design digital lessons, and to integrate digital tools into the assessment of learning outcomes.
b) Reporting
The Consultant shall prepare reports for each training activity, including the topic of the activity, number of participants, results achieved, and outputs developed by participants.
The Consultant shall systematize materials and outputs developed and will highlight examples of good practices in the use of educational technologies in the teaching process.
c) Ensuring sustainability
The Consultant shall propose measures to ensure continuity of interventions, including follow-up sessions, mentoring, and support for the development of professional learning communities in the field of digital education.
The Consultant shall support institutions in integrating training results into institutional development plans and internal strategies for the use of digital infrastructure.
The detailed reporting template is presented in Annex 2 and will be mandatory for use by the Consultant.
Task 4. Provision of logistical services related to training activities
The Consultant shall ensure the logistical organization of training activities so that implementation conditions support the practical and applied nature of professional development in educational technologies.
The Consultant shall provide, where applicable and in accordance with Annex 1 or with the approval of the Contracting Authority, appropriate venues, technical equipment for presentations and digital demonstrations, training materials, working materials for participants, coffee breaks, lunch or meal packages, transport, accommodation, printing services, participant kits, access to digital platforms or other services directly required for the organization of approved training activities.
The Consultant shall clearly distinguish between training-related costs and associated logistical services. Training-related costs may include trainer fees, preparation and delivery of training sessions, methodological support, assessment tools, reporting, and coordination directly related to training delivery. Associated logistical services may include coffee breaks, lunch, meal packages, transport, accommodation, printing of materials, participant kits, venue-related arrangements, digital access or platform use, and other approved services necessary for activity implementation.
The Consultant shall ensure participant records, distribution of participation certificates, and complete supporting documentation for all services delivered. Supporting documents may include invoices, delivery notes, attendance lists, transport records, menus or service descriptions, participant distribution lists, and any other documents requested by the Contracting Authority.
The Consultant shall comply with approved unit cost ceilings, where applicable, and shall ensure that all logistical costs are reasonable, necessary, verifiable, and directly linked to the approved activity.

Documentation will include attendance lists, photo materials or screenshots for online activities, training materials, digital educational resources, applied outputs developed by participants, digital lesson scenarios, models of interactive activities, and summary notes for each session. |

Task 3. Evaluation, synthesis, and continuity |
Deliverable 3. Final report for each program or group of implemented activities, including a description of activities carried out, participation analysis, synthesis of outputs developed by participants, evaluation of developed digital competencies, examples of good practices in the use of educational technologies, and recommendations for integrating technology into teaching, learning, and assessment at institutional level. |

DURATION OF THE ASSIGNMENT
The estimated duration of the assignment is up to 10 months, starting from July 2026, depending on the schedule of training programs and activities specified in Annex 1 for the thematic area of Digital Transformation and Educational Technologies for Teaching, Learning, and Assessment.
Training activities shall be planned and implemented in several phases, with the main concentration of activities expected in the second half of 2026 and some activities continuing into 2027, depending on the specific nature of the activities, implementation conditions, and the schedule presented in the annex. The Consultant shall ensure effective coordination so that all deliverables are completed within the contractual timeline.
MINIMUM QUALIFICATION AND TECHNICAL CAPACITY REQUIREMENTS
a) General eligibility criteria
To ensure the effective and compliant implementation of contracted services in the field of Digital Transformation and Educational Technologies for Teaching, Learning, and Assessment, the Consultant must meet a clear set of eligibility criteria demonstrating legal capacity, professional experience, and operational competence. These criteria aim to ensure a high level of professionalism, institutional stability, and the capacity to manage complex activities within the project.

b) Requirements for key personnel
Project Manager
The Consultant shall appoint at least one Project Manager responsible for the overall coordination of the implementation of training programs under this assignment.
The Project Manager will ensure planning of training service delivery, operational coordination, monitoring of activity implementation, management of human and logistical resources, and periodic reporting to the Contracting Authority. The Project Manager will ensure compliance with deadlines, quality standards, and the requirements set out in the School Technical Grants Operations Manual.
Qualitative evaluation criteria
Minimum qualification requirements for trainers
Where trainers, technical experts, subcontractors, JV members, or associated experts are proposed for specific technical, methodological, or logistical components, their relevant qualifications and experience shall be documented.
